Welcome to Smogon! Take a moment to read the Introduction to Smogon for a run-down on everything Smogon, and make sure you take some time to read the global rules.
Also, both passion and Amane Misa have chosen to step down from the council. Thank you for all of your time and contributions! We wish you the best going forward!
July 1, 2024- Tier Shifts went into effect, UU lost and gained the following Pokemon
Lost: Iron Crown, Moltres (from RU)
Gained: Serperior, Ribombee, Torkoal
Also, TSR has stepped down from being a forum moderator. We thank you for the many years of service you have given to the UU community and hope for the best!
Hi UU, we’re here with the results of the survey on Hoopa-Unbound as well as the plan for tiering going forward!
For Fun, the results were 6.84/10. In the eyes of the council, this is pretty good as many players are enjoying the metagame nicely and no immediate issues stick out compared to prior points of the DLC 2 era. Generally speaking, values rather close to the 7 range are what’s aimed for and this is fairly close to it. Of course, fun could be higher, but burnout from UUBD as well as the fact it’s been two months since tier shifts both play a part in this score. Nonetheless, the UU council will continue working to make UU a fun and enjoyable tier.
For Competitiveness, we got a score of 7.17/10, which to us means UU is in a pretty good spot competitively with no threats or playstyles seen as overbearing by the playerbase at large. While certainly a more centralized metagame, many diverse playstyles are present in the tier and we continue to see experimentation of niche Pokémon and strategies which reflect a healthy metagame. Like the fun score, it can be better, but we are doing very well as of now and hope to continue these high scores in the future.
For Hoopa-Unbound, the value recorded was a 2.79/5. This is a very clear consensus that Hoopa-Unbound is not a suspect worthy target at the moment with an almost guaranteed dnb result if the test were to happen. While Hoopa will still be monitored going forward, there’s no action planned for the foreseeable future and you can expect Hoopa-Unbound to remain legal in the UU tier.
Additionally, in the survey, the following Pokémon got several write-ins that caught the attention of the council: Okidogi, Greninja, Ogerpon-Cornerstone, and Garchomp Retest. However, none of these have support for tiering action within the tiering council, and for transparency, this post will give the council’s reasoning as to why these Pokémon are not considered for tiering action at this point in time.
Like Hoopa-Unbound, Okidogi is something to keep an eye on going forward, but right now nobody really wants to remove it from the tier. It’s undoubtedly strong, but we’re already seeing adaptations like more Gligar, Fezandipiti, Pecharunt, and Tera Poison mons to take it on, not to mention already existing threats like Zapdos, Rotom-Wash, Excadrill, Tornadus-T, and Latios all giving it trouble as well. The two main sets in Choice Scarf and Bulk Up both have their flaws; Choice Scarf still doesn’t want to really spam any of its attacks, while Bulk Up takes some time to get going and can be overwhelmed at times, not to mention it is quite Tera reliant due to a weakness against common threats like Zapdos, Excadrill, and Tornadus-T. Okidogi’s defensive utility is also a double edged sword, as it will be needed on many teams to swap into notable threats such as Cornerpon, Greninja, Lokix, and Hoopa, meaning that it’ll be worn down a good bit to where it’s not effective as a breaker or sweeper. Okidogi is certainly a more centralizing Pokémon than a lot of others in the tier but the UU council believes Okidogi still has its flaws to where action isn’t needed and offers much more good than bad in the metagame to want to keep it around.
The ban Grenjnja movement has essentially died out from the council and most of the community even. While certainly powerful, evidence shows that Grenjnja ultimately struggles to click the right moves a lot of the time and really has a lot of guesswork involved to get the kills necessary for its team. Between Slowking, Hydrapple, Cobalion, Scizor, Lokix, Hoopa-Unbound, Okidogi, Tornadus-T, Zarude, Rotom-Wash, Tinkaton, Toxapex, Fezandipiti, and Quaquaval, there’s more than enough offensive and defensive checks alike that exert pressure on it as well as limit its breaking chances as a whole. It’s also frail and really relies on team support to click which creates limitations as a wallbreaker; this issue is amplified with how easy reactive Tera can be used to take it out. In the end, if a threat really needs to click perfectly to pop off, it’s not broken, and Greninja falls into that category that ultimately leaves it a balanced presence in UU.
Ngl nobody supports action on this whatsoever, like I don’t want to say “never” because that’s something you shouldn’t really say in tiering but I highly doubt any tiering action will occur. Like Greninja, Ogerpon-Cornerstone is flawed in the sense it’s very weak to hazards, doesn’t pack much if any defensive utility at all with a terrible typing, and has to really rely on the right clicks to pop off especially with rather flawed coverage moves like Stomping Tantrum and Superpower. Cornerpon also gets revenge killed more easily compared to Greninja even, being weak to Bullet Punch and is outsped by Serperior, Tornadus-T, and Greninja itself. It really struggles to even enter to begin with and honestly creates teambuilding holes in a lot of teams it finds itself on, resulting in it being something that just isn’t really considered problematic.
Retest: In the current climate, nobody also supports a Garchomp retest at all. The fact is that Garchomp is still too far deadly of a sweeper with this tier just not equipped to handle it at +2 +1 with such an amazing typing and natural bulk that lends it a lot of setup chances as well as hinders attempts to revenge kill it. It takes advantage of far too many staples and ultimately creates a negative centralizing force that isn’t needed. Spikes sets in particular also will be a lot more toxic and unhealthy now with the way our hazard control is. While Garchomp is definitely something we could retest down the line, a lot would have to change with drops from OU that go beyond Skarmory even to have a shot in UU.
To summarize, nothing currently is up for tiering action, although Hoopa and to a lesser extent Okidogi will continue to be watched, and as of now the plan is to see how the tier changes on October 1 will affect the UU tier. We thank you for reading and hope to see you around still!
We've also got some shakeups in terms of UU leadership. If you haven’t been aware, Indigo Plateau stepped down from all of Tier Leader, Forum Moderator, and Council Member. We thank him for his many years of contributions and hope him the best going forward. If you also haven’t been aware, vivalospride is our new tier leader! Be sure to say your congratulations if you haven’t already! In terms of council members, we added Queen of Bean a few weeks ago due to her great contributions and involvement in the UU community, so be sure to say your congratulations! Both Lyssa and avarice have also stepped down after several years of being on council; we thank them both for their time spent and wish them the best!
Lastly, in terms of tiering, the council’s focus right now is on the ongoing suspect test. Should Okidogi be banned, there will definitely be a few weeks of a relaxation period due to the impact of losing such an influential and centralizing Pokémon. Hoopa-Unbound remains in talks for a suspect test, especially with Weavile remaining UU, but it is not truly set in stone and we will keep you updated on our plans going forward. No other existing Pokemon in UU has any support for tiering action otherwise, but both Latias and to a lesser extent Pelipper have come up as potential retest targets once the meta has stabilized. Thank you for reading this post!
They will be great additions and great help moving forward :)
As well as that, Monky25 has been on a formal leave for some time now, and will no longer be considered an official council member for voting purposes until his return.
Additionally we had some changes in our staff in the meantime! I took over as Tier Leader and Punny joined council in the early days of July, while we bid farewell to both ASKOV and Queen of Bean who step down, thanking them for their outstanding work and wishing them the best for what's following! Finally, Monky25 is no longer moderator after years of contributions, we thank him for all he has done for UU and hope he's having his best life out there. Hope i haven't forgot anything and now onto shifts in just a few days!
In particular outside of the general metagame questions, the questions focus on your feedback on ogerpon-cornerstone, weavile, and zarude, but there is a field to provide any extra feedback you have too if you have comments on anything else!
Thank you in advance to everyone who submits :)

Survey results time! Thank you all so much for spending time compiling it, the data was very useful in understanding where our priorities are at moving forward. We had a total of 77 responses, 21 of which being qualified.
Enjoyment is sitting at a 7.2 overall and at a 6.8 from the qualified side. It seems it has gone up since the last time we surveyed it, which is always very nice to see. People have seemed to be happy about Tornadus-Therian leaving the tier, finally allowing us to explore options that we haven't had the chance to really use for the entire generation, and allowing for more creativity in the builder since it put huge constraints in it. Given we're still in a phase of instability, having these numbers already is very good sign and we will continue to do our best to make sure everyone can enjoy SV UU in some capacity.
As for the competitiveness side of things, it has unfortunately gone down a little bit, averaging at a 6.8 overall and a 6.5 from the qualified side of things. This is by no means unexpected, while we think that later down the line these numbers will be trending upwards, we just entered a new phase of our metagame and as previously mentioned things are still unstable. Nonetheless it's somewhat reassurring to see that the change isn't too significant, and we have a great idea of where to go moving forward to continue addressing the issues the metagame currently has.
Yesterday following the results, we went ahead and put up a suspect for Ogerpon-Cornerstone. Cornerstone has been a controversial element for months now and the community has had very split opinions on the mon, the survey seems to back all of this averaging at a 3.4 on both the overall and qualified data. Considering the situation hasn't changed after Tornadus-Therian left the tier, with many people council members included thinking it has only gotten worse, this is the perfect time to finally address this and come to a consensus on whether the mon should be allowed in the tier or not.
Weavile has, somewhat unsurprisingly, been the lowest scorer on this survey, averaging a 3.1 on both overall and qualified. While most of council was in agreement that Weavile should not be our primary focus at the moment, we were still interested in having an idea of where the mon was standing at for the overall playerbase as well. While very annoying to deal with on paper, with some more creative sets seemingly be impossible to answer, in practice weavile faces issues in finding opportunities to deal serious damage, especially in faster paced games. 3.1 is still pretty high numbers, and as such we will continue to monitor it closely, especially if other elements were to leave the tier and change the average pace of games.
Zarude averaged a 3.1 overall, and a 3.5 from the qualified side of things, seemingly making it the priority target for people more in tune with SV UU. While for many people Zarude's inclusion on the survey and it's presence on the uu council radar was initially a surprise, given it has only really rose up as an issue in the past couple of weeks, it has had some exceptional tournaments showings recently and the data also seems to be backing up this up, given the mon started out lower than Weavile but has got up by a whopping 0.4 on both sides over the course of the weekend alone. Council was very split on which direction to go first, but ultimately decided to deal with what seems to be an issue for most of our playerbase, while monitoring Zarude really closely. If the situation continues to aggravate at the same rate, immediate solutions are not out of the table.
Other things have been mentioned in our extra section of the survey, a couple recurring ones being Latios, Greninja, Revavroom, Light clay, an Okidogi retest and Bouff. While with the exception of Latios none of these things are currently on our radar, we will make sure to be aware of their position in the metagame and to react accordingly if they were to rose up as issues. We want to once again thank everyone for taking your time answering our survey, and hope we continue to deliver on our attempt to make SV UU the most enjoyable it can be for everyone!
This survey is largely focused on Latios and Sun, but there is fields to provide any extra feedback you have on other things. One of the questions asks about UUBL pokemon, for a comprehensive list of these see the below spoiler.

A little bit late but here are the survey results finally! Thank you so much to everyone who spent time compiling it, this data is very valuable for us especially at the moment with things being a little all over the place. We received a total of 65 responses, 24 of which were considered qualified.
Enjoyment has gone down a little bit since last time, ending up at a total of 6.95 overall and a 6.75 from the qualified side. I do however really not see this as a negative thing: not only did we enter an HO meta which is not everyone's cup of tea(and especially explains how almost every low vote was from a qualified player), but also the median is actually higher than last time, and it's the peaks that took a hit. Going into the survey I expected the votes to be even a bit lower so all in all I'm glad people are continuing to enjoy UU as usual!
As for competitiveness, it has remained more or less the same at a 6.80 overall with a small increase to a 6.71 to the qualified side. Pretty unsurprising result, while we're actually in a pretty good spot in terms of balancing as it seems to be a pretty common opinion that there are no broken elements in the tier, the current pace as well as some dynamics in the meta can make for some pretty frustrating games at times. I still think we're in a solid spot overall, before recent metagame developments we had one of the best metas UU has seen this generation and I'm confident we can get back there soon enough.
A lot of people seemed surprised with the inclusion of Latios in the recent survey, so I'm just going to say that Latios was included not because we are currently looking into tiering action towards it, but rather to see how people felt about it at the moment. Alongside Weavile, Latios was the other mon people didn't feel super well about in the last few months leading up to now, not because it felt broken but because many felt like it was too restrictive. This take seemed to be trending downwards recently and it's inclusion on the survey was basically looking into a confirmation of that. With a final result of 2.31 overall and a 2.13 from the qualified side, it seems like the mon is in a pretty great spot though it'll continue to remain on our radar just like it has been the entire gen giving how dominant it can pop up to be.
Skipping over sun for a moment, I'd like to talk a little bit about the BL data from the open question we included. Though this was mostly done out of curiosity rather than with a big interest in retesting something given it's quite the unpopular opinion at the moment in council, the results were very interesting to look at, I'm going to include the raw numbers and give a little bit of commentary on them.
Pretty unsurprisingly, we have Pelipper and Latias topping the charts. Latias was quickbanned just a few days after her introduction in DLC2 in a pretty unanimous vote, and if you ever been in UU discord you probably are familiar with my horror stories about getting swept by max max tera poison bold cm sets in times where the tier was pure chaos and we didn't have some mons like skarmory and excadrill helping out in dealing with those sets. Things have undoubtedly changed and at the moment something like that wouldn't work nearly as well as it did before, the mon could've probably come off at different points this generation, like Hoopa's reign to name one. What held her back from seriously being considered for retesting is that many people, myself included, are afraid that she's a toxic presence with no benefits, as she doesn't do anything "fair" better than Latios would, and so she'd basically only see use as a bulky CM wincon/HO mon or a screens/healing wish mon. Pelipper is a different story, if you ask people who played at the time almost everyone will tell you that rain wasn't broken at all, but a nuisance to deal with especially with both tornadus as well as zapdos being in the tier back then. Something multiple people mentioned both on survey as well as in the discord is the idea of retesting it as a way to tackle sun, but there's the scary possibility of that turning the tier into a bit of weather wars, which you probably have had enough of already if you've been playing pokémon champions. Both of these mons received a fair share of support both in and outside of council as well, so it's something we'll be keeping in mind for the future if we ever feel like there's a good time to retest them and they would be great addition to the tier, but at the current moment we'd like to focus on other things. Finally, Quaquaval is the last mon that received pretty solid support on both ends. Quaquaval is the mon that has probably been mentioned the most times in council over the past few months, though most people are against the idea of looking at it again given how format warping it was last time around. While lower than the two above it, it's one of the few elements in BL that brings great utility and a very solid weavile check, as such it's one of the more realistic retests if there is ever a time where people felt like it'd be totally fine again.
The remaining 3 ones worth quickly highlighting are Blaziken, Polteageist and Moltres-Galar. Blaziken has been a little bit of an inside joke given the weird circumstances in which it was banned, and while I agree that it deserved it's fair shot at the time, it'd be undoubedly broken now and probably a chapter not worth reopening as sad as it may be. Polteageist and Moltres-Galar have been mentioned a lot more recently following the ban of Tera Blast from OU, but council believes they still remain some of the more untouchable elements in BL and historically Tera Blast was the last reason for them being toxic elements within the tier. For those unfamiliar with their history, Polteageist was banned mostly due to it's toxic herb defensive set allowing it to get 2 shell smashes off consistently and abuse even dark types through strength sap, and if anything that's probably gotten better since it's quickban as we lost Zarude in the meantime, which used to be one of the little consistent answers to it. Moltres-Galar is a more complicated one to explain, Tera Blast sets were used on it a little bit especially on light clay teams, but the main thing that pushed it over the edge and warranted an emergency quickban was people figuring out ways to use it as a "cheat mon" to force early defensive teras while playing HO, removing a lot of planning as well as inconsistencies in games. For those reason as well as being restrictive(+ horrible rng upsides people that have played SS are familiar with), we don't believe there's a way for it to come off the banlist.
Moving on from BL discussion, we'll be quickly addressing something that has popped up a few times in the "Extra" section of the survey: Light Clay. This prompted a little bit of discussion in council as we're the only usage-based lower tier to still have the item available, with the last vote on it back in january 2024, but the prevalent opinion in council is that acting on it at the moment doesn't feel super necessary and it would be a little bit drastic given it would gut the viability of screens/veil based teams completely. Some people have rose concerns in regards to veil, with tornadus leaving the tier last year the playstyle has received a huge boost in viability and it has been very strong in tournaments, though not dominant or anything of sort. We'd be open to taking a look at core pieces of it, with the two in mind being Manaphy and Slither Wing. I'll be coming back on Slither Wing later, but Manaphy was pretty popular as many council members feel like too restrictive of a pokémon to be accounting for, especially under veil and considering the amount of sets it could have, many of which warranting different counterplay. We'd like to know what you think about Manaphy and how you felt about it in recent months, as it's definitely something on our radar and that we are considering for a future suspect.
Finally, what most of you are here for: time to talk about the headache also known as Sun. Capping at a 3.2 on the overall side and a 3.4 on the qualified one, these numbers are high and definitely mean action is on the table. However, multiple things to be considering: for starters, numerous people that have voted pretty high on it both in and outside of council have said they're ok with waiting a little longer to see how the situation evolves within the next few weeks, and in general we don't need to rush with shifts coming our way soon as well as WCOP ending, not to mention how dealing with Sun isn't as easy as it is with most other things; secondly, the majority of people on council doesn't think sun really needs to be tackled, or not hard at least. The reasons for that are a few, but the bigger one being that the core for sun has been around the entire gen in our tier, and it's not really a lie to say that the current meta trends really help the playstyle shine as the things it used to struggle with most of the time aren't doing super well at the moment. There's been quite a lot of discussion on this matter obviously, since as previously mentioned dealing with sun is also more complicated than dealing with normal things, but as things continue to be talked about here are some of the nerfs we are considering for the playstyle:
Suspecting Ninetales - We believe removing Ninetales would help dealing with sun quite a lot, not only does taking off healing wish and encore cut down on options to both recycle threats or deal with annoying mons to sun such as sinistcha, but also the speed difference compared to torkoal helps a ton in dealing with setters in particular, excadrill and donphan mainly, making it much easier to set and keep stealth rocks. While it's a pretty popular option in council and torkoal is undoubtedly a much worse mon in comparison to ninetales, some fear this would not be enough to really tackle the playstyle enough.
Suspecting Slither Wing - Mentioned earlier and maybe a surprise for this to be a thing in consideration, it was an idea I mentioned as I don't quite believe in sun with slither to be nearly as good given how awkward it can be to pivot around with it, and the main existing one has not been nearly as common recently. It would also be a good way to hit veil teams at the same time, given booster slither wing is a pretty restrictive mon in general, but would mean sacrificing a pretty decent mon in current meta. A bit harder to justify this compared to the other options and it received mixed feedback as a result, though it's still something we're keeping on the table.
Suspecting Heat Rock - The a lot more drastic option of the 3, it would kill the viability of sun completely. It's at the moment the least popular opinion on council as most people don't think it's warranted or needed, but depending on how things evolve it could be the safest option to embrace. While some argue the playstyle doesn't add a lot of substance to the tier, many of our mons synergize well with sun and it would be a little bit of a shame to cut it's legs completely if it's not a super dominant force.
We'd like to know what you think of these options as well as if Sun needs to be hit at this precise moment or if you have any alternative solutions you'd like to bring up, though I'll make it clear Drought is not in the discussion at all. In the meantime we'll continue to observe closely how the situation evolves and will be ready to act on it if we need to.
Lastly, going to mention the few other things that were mentioned in the extra section of the survey: Manaphy and Slither Wing which we have already talked about, Lokix, Sinistcha, Blissey, Stall and Flame Body. Also someone has an issue with Serperior apparently, whoever you are I hate you. Don't touch my queen. Thank you so much everyone again for the submissions as well as reading this long ass post, apologies for the slight delay and if it's not super well written I'm very tired and overworked. If you have any questions you'd like to ask me or anything else, feel free to contact me. Until next time!
Edit: FORGOT TO MENTIONED BUT WE ALSO ADDED mintwinter TO COUNCIL CONGRATS YAY.
Hi everyone, after the manaphy ban we had some discussions within the UU council team. As people are aware Sun got a high rating of around 3.4 during the last survey which would suggest tiering action, but there has been multiple changes to the tier since then that have sufficiently changed the landscape around sun matchups that we feel it would be more appropriate to do a new survey, to assess whether people still feel that sun needs action or not.
There are a couple of noteable changes to the Sun matchup since then, but the main two would definitely be the reintroduction of and . Tyranitar as a natural sand setter provides a great way of instantly cancelling any Sun from Torkoal or Ninetales, it also has the ability to set up rocks too to act as a bigger punish for when they come back in. While there are ways for Sun teams to still pressure this eg. through Slither Wing, some people definitely feel that as long as you are keeping the Sun down and rocks up this is advantaging the Tyranitar player far more generally. Flash Fire Heatran is a fantastic natural Fire immunity that also gets even more deadly against the Sun team in return, this does typically require an Air Balloon to be at its most effective though due to Scorching Sands from Ninetales, but offers another great punish. Aside from this we also have things like Slowking and Hippowdon that already existed in the tier that are quite capable at weather resetting too, a.

The people who qualify via UU ladder are the following, if you qualify this way you will be asked to confirm which alt you are qualifying through.
Just a reminder if you havent already responded to the above survey on Sun, we will be collating responses and shutting this survey end of day tomorrow.
Hi guys, posting the results from the Sun survey here now for everyone to see, and we will be having a follow up thread from viv shortly about things going forward from here. Due to this I will mostly be summarising the results here rather than doing an in depth discussion as this will be included in the other thread.
The first thing I will say is the survey turnout was noteably lower this time, we had a total of 50 responses, although 25 qualified responses was a decent quantity still. Compared to previous surveys this is definitely a lower turnout so I would urge people to make sure to respond to the surveys if you play the tier regularly, they really only take a few seconds to fill out.
Metagame Enjoyment
Qualified - 6.84 out of 10
Everyone - 6.58 out of 10
Interestingly this actually went down since the last survey, but the figures are roughly in a similar place. This isn't a terrible score by any stretch though. This links well with the metagame competitiveness scores generally and shows people are generally enjoying the tier, but some disappointment in replies seemed to be noticed around matchup elements and offense as a whole.
Metagame Competitiveness
Qualified - 7.08 out of 10
Everyone - 6.62 out of 10
This figure stayed roughly in line with the previous survey too, but noticeably increased slightly for the qualified players, perhaps due to the Manaphy ban. This figure is generally quite nice to see, it shows the metagame is generally in a decent place with no egregious elements that are making the tier particularly unbalanced, although shows that people perhaps feel there are improvements to be made still. Comments in the survey did point out that while this is the case, peoples disappointment tends to stem more from MU elements in the tier, with teams such as veil and sun being part of this, but offense as a whole generally.
Do people support a suspect?
Qualified - 52% support
Everyone - 64% support
There was a noteable difference in the figures here, the wider survey as a whole had 12% more support for this than the qualified survey, while the qualified survey seemed more 50-50 on whether this should happen. This is still a majority of players on both surveys, but the qualified survey is definitely more mixed in opinion.
How badly do people think a suspect needs to happen?
Qualified - 3.04 out of 5
Everyone - 3.25 out of 5
These numbers are quite interesting. In the last survey the qualified survey actually scored higher than the unqualified survey with a 3.4, but it has flipped around this time. Noteably the overall survey retains pretty much the same average of 3.25, showing an overall trend of support for action similar to the 64% figure in previous part from the community. The qualified survey is again more in the middle about this, 3.04 is still a respectable score that shows a desire for action but it's perhaps not as strong generally, and has noteably dropped a lot since last time, most likely due to the addition of tyranitar to the tier with it being a premier pokemon regardless of sun matchups.
What should be suspected if a suspect happens?
This is where things get interesting, it was quite a mixed bag overall. The qualified survey had the following responses, it was fairly trending towards heat rock but we had multiple people respond with ninetales despite it not originally being on the survey, this noteably means if it was included it probably would have scored quite a bit higher as people had to manually write this option in. It makes sense to an extent, Ninetales offers quality of life move options like Healing Wish / Encore that let it do some stuff other than set sun, while also having options to play Nasty Plot sets to deny slowking setting hail freely, washtom freely pivoting and creating momentum against sun player, and being able to actually pop air balloon from heatran.
The overall survey still trended in a similar way, Heat Rock was the most popular response with a similar sort of distribution of responses, noteably people still were picking up on Ninetales in the unqualified survey too showing it as a desirable option for people too.
