Some of the smaller low-key buffs to discuss.

Chandelure looks really solid as a Choice Specs user now that it shed its SR weakness and a weakness in general with Smelt, and Chisel will be another easy to punish factor in the mix. Ghost Fire isn't perfect and 80 Speed is as trash as ever but I will look forward to at least testing this out.

Thundurus is a major threat in Vape already, and gaining Knock Off will imo easily put it in top tiers, A rank easily. It frankly is the best progress maker in the game, knock turn + Thunderbolt can rack up an INSANE amount of chip versus would be walls like Slowking-Galar, and Ting-Lu with its lack of Recovery should be very apprehensive if it's facing this Pokémon alongside a Ghost type.

Honest question since I have been it of the loop, how has most of the custom moves been in the recent metagame? I know Shrapnel Shot keeps Scissor viable, and that Chisel is famously good alongside Chain Lightning [Iron Hands], but how have slot of the other moves fared? Is Healing Stones still annoying? Is Peekaboo used at all?

Going down the list,
Hazard setting moves are basically irrelevant since nothing that learns them is better than the base users. :magnezone: losing Electroweb removed the only mon that ran it outside of Webs cheese, so you’ll only see the occasional :raichu-alola:/:ribombee: webs nowadays.
With the Sand Clock nerf, Meteor Beam is going to be a lot harder to slot, but Power Herb :Sandy-Shocks: definitely has potential, especially on Sand. :glimmora: can also use it in theory, but that set has been seriously underwhelming so far.
Nothing runs Skull Bash. People have experimented with :iron-Treads: and :Hawlucha: but overall you’re not seeing this move in serious play currently.
As :goodra-hisui: falls out of favor, the only real Shelter user now is :Slowbro:, but it is very much a real Shelter user. Somewhat underused for how good it is - Tera Shard sets need more exploration.
Healing Stones has likely been revitalized by the new distribution. In the previous meta, most of the setters were pretty terrible, so you’d only rarely see something like a Healing Stones :Hatterene: or defensive :Mew:. With the addition of setters like :shaymin: and :Jirachi:, slotting stones should be a lot easier.
Shrapnel Shot is only seen on :Scizor:, though :Iron-Treads: also has some potential.
Jungle Healing is great on :Tsareena:, but :Tsareena: is pretty bad so you don’t really see it.
Life Dew was mostly only seen on :goodra-hisui:, so in the current meta it’s quite rare, but mons like :hatterene: and :azumarill: should be able to use it well.
Storm Throw is a niche option on :crabominable: for sets that want more power than Drain Punch without the defense drops from Close Combat.
Frost Breath has no OU users. Physical :greninja: might run False Surrender, but otherwise it also has no OU users.
Snipe Shot is of course the main thing putting :inteleon: in OU, though that’s also the only mon you’ll see running it.
The only real Choke user in OU is :basculegion:.
Cutting Remark is a niche option on physical :hoopa-unbound:, though otherwise nothing should run it.
Defog :moltres: is a stellar option (as is :mandibuzz: I suppose), but otherwise nothing has changed.
Chain Lightning :iron-hands: is very real. People have also experimented with it on :thundurus: to mixed results.
Nothing runs Hazardous Waste.
Nothing runs Pluck.
Nothing runs Wind Breaker.
Nothing runs Throat Chop besides :zapdos-Galar: but nobody has used that mon yet.
Chisel is quite good on a few different mons, most notably :breloom:, though the Sand Clock nerf unfortunately killed the viability of SD Chisel :garchomp: (rest in peace).
Parry was always going to be niche, but nothing has used it effectively so far.
Screens :grimmsnarl: likes the option of running Peekaboo, and :tsareena: can use it effectively as well. Move needs more exploration.
Many offensive :mew: sets run Psycho Boost, but :mew: is unfortunately totally outclassed currently by other special breakers.
Nothing runs Rage Fist or Raging Fury. Apparently we gave :infernape: Raging Fury though, so have fun with that lol.
Accelerock is good on :Lycanroc-Dusk: with Chisel, as well as the occasional Choice Band :tyranitar:.
Rollout of course has a ton of viable abusers, but some options include :Great-Tusk:, :azumarill:, :Glimmora:, :Iron-Treads:, :typhlosion-Hisui:, and :salamence:.
Round has fewer abusers, but a few mons still appreciate it such as :Scream-Tail:, :Wigglytuff:, :Meloetta:, and :Skeledirge:.
Nothing has run Rekindle successfully.

Overall, most moves have at least one OU user, but the only ones I would recommend prepping for specifically are Healing Stones, Chain Lightning, and Rollout. The rest are either rare or can be handled through normal means. Also some of the more recent move additions need a lot more exploration (looking specifically at Peekaboo and Raging Fury here).

I won't stand for this Kleavor erasure smh...

Jokes aside (though if you're gonna try to use Kleavor in OU you really do need Cutting Remark), I don't have much to add to this analysis (aside from the the slight nitpick of Gapdos and to a lesser extent Roaring Moon using Throat Chop (I think I was the only one who ran the latter, but the 5 extra BP was a thing), but both have Knock Off now), so to not make this a one liner, I'm gonna go over how some of the good Pokemon of old have changed with the DLC

:baxcalibur:I am very glad we banned this before the DLC came out, I was NOT trying to play against Scale Shot Bax on Veil
:roaring moon:This thing was already absolutely terrifying, getting its Proto-boosts from Glowking's Snow, but now it has Knock Off and Alolan Ninetales LMAO, have fun
:iron valiant:Didn't get anything directly (it's not using Vacuum Wave, as cool as it is) but it has a new friend in Misty Surge Weezing-G, which got a bunch of buffs in Life Dew and Healing Stones, giving it the option to activate Rune Drive without an item while not having to settle with teaming up with Revavroom-Ruchbah. Not the craziest thing in the world, but it's nice
:basculegion:Rain already goes kinda crazy, but without even talking about getting Manaphy back, the best physical Rain abuser gets a huge buff in Flip Turn, letting bully teams way more easily now when it doesn't have to commit to anything
:crabominable:Got Knock Off from the DLC, but jokes on you it actually already had Knock Off from its buff. Same thing happened with High Horsepower Revavroom, Knock Off Tsareena, and Poltergeist Decidueye.
:samurott-hisui:Flip Turn is fun but it doesn't exactly have the moveslots for it, so it's more or lessi n the same spot. Kinda fun in a VaporeMons context to take advantage of incoming Covert Cloak mons, but you can just Knock them
:meloetta-pirouette:Speaking of kinda crazy mons getting Knock Off back, this is a HUGE buff to Melo-P, as its biggest weakness was not being able to deal with Ghost-types without a boost. Knock Off means that Gholdengo and Skeledirge aren't safe and Moltres gets its boots removed, making Melo-P way scarier than it already was (which is saying a lot)
:thundurus:This mon has seen a meteoric rise recently thanks to the power of Battle Spines being shown off more and it just got even better with the amazing Knock Off, as well as Weather Ball to a lesser extent, solidifying Thundurus as "Progress: The Pokemon"
:tornadus-therian:Also Knocks again too
:walking wake:Not much has changed for Wake in VaporeMons, so you can imagine that Flip Turn helps it as much as it does in OU
:inteleon:Even after losing Sniper, Snipe Shot is the reason why Inteleon still has some sort of place in OU since it's still quite powerful. That said, getting Scald is certainly noteworthy
:dragalge:Color Change's biggest drawback is that its users won't have STAB on their attacks 99% of the time, so Dragalge gaining Scald really helps it deal with that drawback since Scald burns get around it being passive
:copperajah:This mon sucks, but it's no longer walled by Corviknight since it got Heat Crash back, that's something. Also has Knock
:ceruledge:While Choke is great, Poltergeist is extremely neat for the extra power on Swords Dance sets at the cost of utility, esp since you already trade power for utility when you use Parry over CC
:scizor:Kinda strapped for moveslots, but Shrapnel Shot Scizor is now even scarier to switch into when it can hit switch-ins with any of Knock Off, Dual Wingbeat, or the preexisting Close Combat. Bug Bite is also nice if you're planning on staying in
:goodra-hisui:Really wishes it got Scald like Kalos Goodra did, but it'll take Knock Off
:vaporeon:Flip Turn is still obviously a buff to this, though turns spent pivoting means it's not clicking Muddy Water which is unfortunate. Also got Scald.
:azumarill:Getting Knock Off back gives it a nice coverage move while also adding to its decent amount of defensive utility between its typing and Life Dew
:slowking::slowbro:Scald is obviously huge for both of these. In a VaporeMons context, it makes Tera Shard Slowbro a lot less passive when it doesn't have STAB on Future Sight
:bellibolt:Toxic is great, but buffed Bellibolt already kinda has 4MSS
:tyranitar:In just a bit of time, TTar got Chisel, Accelerock, AND Knock Off, it might be back (ignore the Great Tusk and Iron Valiant that are still there)
:mew:This thing got like a billion relevant moves, namely Toxic, Knock Off, Scald, Haze, and Poltergeist. Tera Shard variants become a lot better at being walls with a ton more utility while offensive variants gain a couple high BP moves

Some quick takeaways
- This was a very weird tournament, not a lot of super meta stuff being used, but a couple things still stood out, namely Roaring Moon, Iron Hands, Ogerpon, and Basculegion
- Iron Hands loves a new viable best friend in Shaymin, making it even easier to enable its priority Chain Lightning shenanigans with the Photon Drive boost. Terrifying to play against as always.
- Roaring Moon has long been a menace thanks to the Snow-activated Protostasis. You might be expecting me to say that it's even more terrifying because of Knock Off, but actually the real buff the DLC gave it was Alolan Ninetales, allowing DDance sets to go extremely hard with a Proto-boost and Veil. If Roaring Moon ends up being broken in some way, it's way more likely that it'll be Ninetales' fault than Knock Off's.
- Ogerpon was pretty impressive despite our lack of Tera deleting its gimmick. Even without those, both Hearthflame and Wellspring Oger still have great typings, an amazing signature move, 110 Speed, and pretty decent levels of power, making them great at what they do. Also, Ogerpon-H isn't banned in VaporeMons right now due to the lack of Terastalization, but out of all the unbanned unchanged Ubers it's looking like the best of the bunch already.
- Basculegion only won 2/5 games, but its fairly high usage is still indicative of how amazing Rain continues to be, especially with a new tool in Flip Turn and a new friend in Manaphy.
- For other happenings, Webs were oddly common in this tour but they quite effective right now considering how many strong offensive mons exist in the metagame, Shaymin has quickly become one of the most common sights in the tier thanks to Grass Pelt and its pretty great versatility, Smelt Chandelure made a surprise appearance at the top of the usage charts, being decent but nothing too special, and Magearna actually saw no usage despite getting a bit of hype in the last couple days.

Didn't keep you waiting too long! It's my pleasure to announce that Slate 7 is now open for submissions!

If you need a reminder of how every works (which is fair cuz we haven't had a slate in a month and a half lol), then refer to the OP, quoted below:
Submission Phase (5 days) -
During the submission phase, you can submit 4 new or changed moves, items, and abilities as well as 4 non-stat adjustments to Pokémon. Templates are provided below. There are very few restrictions for what you can do with moves, items, and abilities, but please keep your submissions balanced and codeable because the council reserves the right to veto any submission deemed uncompetitive, broken, or unfeasible. For Pokémon Adjustments, you can change the Pokémon's typing, abilities, and add or remove moves. You cannot create new moves or abilities for the Pokémon, you must submit those as part of your moves or ability submissions. Multiple moves / items / abilities can be subbed in one slot if they are clones of each other and multiple Pokémon can be adjusted in one slot if they are direct counterparts of each other.

Voting Phase (1 day) -
During the voting phase, you may vote for up to 6 submissions in each category. You are allowed 2 self-votes. The top voted submissions will win and be added to the metagame, with at least 2 winners in each category.

Discussion (1 day) -
The discussion phase of each slate gives us a quick period of rest to get the newest slate coded, discuss what we got in the newest slate, and potentially do a little playtesting before the next slate. Unlike in JolteMons, distribution discussion is no formally longer part of the discussion phase, with distribution now being decided by council.
The submission phase will last 5 days.

Justification: This is my take on a "charge turn" move that isn't really a charge turn move and also hopefully would actually be decent. Wretched Grasp is an extremely potent move, strong and reliable and with two very good extra effects, but nothing naturally learns it; in order to access it you have to use The Pact, and you'll lose your item in the process, because a sacrifice is required. But you'll get a Sp. Atk boost from your dark patron, and you have Wretched Grasp available until the battle is over; it has 15 PP because I believe by this logic it wouldn't actually benefit from PP Ups, so just imagine it's a regular 10 PP move.

Justification: Neat tool for hazard stack, functioning as your typical Circle Throw / Dragon Tail except that it forces two switches instead of one. Double the hazard damage! Potential option for Goodra / Hoodra to make them less passive, Dragalge appreciates it too, maybe even G-Weezing?

Justification: Berry strats and also Knock Off counterplay. Pokémon like Snorlax can use this as a pseudo-Recycle, bringing back their held healing Berries or at minimum a Sitrus Berry, which no one's gonna complain about. Or you can do some very funny stuff with the weirder Berries, like Jaboca or something. Or run infinite RestoChesto!

Effect: Restores HP equal to the user's level x 1.25.

Justification: A healing move for Steels in the thematic vein of last gen's Reconstruct, except not as useless. Higher PP than other healing moves, but a flat 125 HP heal instead of 50%. For most of these Pokémon, 125 HP is a little more than a third, but that varies based on how much they invest; similarly to Pain Split, this move gets better the less HP you have total. Might give Treads and Tinkaton an actual niche? And now Magnezone has the healing it wants.

Effect: When the holder is reduced from above 33% HP to below 33% HP from direct damage, it immediately switches out.

Justification: Fuck up your defensive typing with this one weird trick! Dark-types are prominent and Fairy-types are not so much (although who knows if that'll stay the case with Clefable back), so usually this item provides more than it detracts. Ideally this would telegraph itself the first time the Pokémon enters battle, and it would also work like Tar Shot where it would actually affect your type matchups rather than just halving / doubling the damage.

Name: Exhaust Gas
Effect: Consecutive uses of a move do not consume PP, unless this item activated last turn. When hit by a move, the attacker has a 50% chance to lose 2 extra PP.

Justification: PP stall item. Helps ease up the low recovery move PP for certain mons.

Justification: Going with same stat and not strictly same nature because I think that widens things up significantly and means there's no annoying Cute Charm-esque or Ditto happiness BS where now it's technically optimal to run Naive instead of Jolly or whatever; same stat means you have to actually choose something else to excel in if avoiding the Rivalry damage is that important. Anyway, a neat new damage-amp Ability that provides a new take from how it was buffed last gen.

Effect: In addition to current effect, this Pokémon takes 33% less damage from attackers whose Nature increases the same stat.

Justification: Same idea as above, but this actually leads to some cool spreads on walls and defensive 'mons. Depending on what you counter, now it's optimal to have a +Speed nature or boosting one of your attacking stats, which makes you more specialized and better against the Pokémon you're intending to counter but a bit worse against ones you're not. Also the original mediocre Synchronize effect is there because there's no reason to get rid of it. Makes Tera Shard Mew more real?

Effect: This Pokémon's physical moves are powered up by 50% and cannot be supereffective.

Justification: "Not another useless Tinkaton buff - " You fool! This is NOT a Tinkaton buff, it's a Kanto Tauros buff! For physical attackers whose STAB types are kind of bad and don't hit much supereffectively. 50% is a huge damage amp, but it's also mathematically worse against targets that would be hit SE, so this is more for the wallbreaker crowd.

Effect: This Pokémon switches out at the end of the turn instead of the start. It takes half damage from moves that hit it before switching out.

Justification: Annihilape is still banned even with Rage Fist's nerf, so here's mini-Annihilape. Death Aura is a nice pull and all but it's a bit counterintuitive with Rage Fist (although Pain Split does let you heal in spite of it), so Prankster is here to be a much more impactful Ability, letting Dusknoir get around its awful Speed. This enables it to be a much, much better user of Pain Split, healing itself before the opponent can move, alongside a very potent kit of other moves including Disable, Will-O-Wisp, Haze, and Destiny Bond. What makes Dusknoir not Annihilape, then? A much worse Speed stat when it's actually attacking, first. This gives Eelek some useful matchups against the likes of Jugulis, Vaporeon, Kingambit, Shaymin, Basculegion, so on and so forth... Additions this time around are Recover for, erm, recovery, and U-turn as a Volt Switch sidegrade.

Justification: Couple of big buffs here: Magic Guard is basically Overcoat 2.0 - you still have hazards immunity, but it also means a no-drawbacks Life Orb, Toxic immunity, among other things. Victory Dance is a super good boosting option - the idea isn't neccessarily to sweep with Leavanny, but to leverage the unique type weaknesses provided by its infamously bad type, most notably a quad ground weakness, to get a boost off, pivoting out with STAB U-turn when the opponent sends in a counter. Rock coverage lets it hit its 4x weaknesses SE, and Sacred Sword lets it punch through steels that would otherwise hardwall its STABs.



Oricorio-Baile

Justification: Color Change is a pretty funky ability, but a common problem thrown around about it is that, because you're constantly changing type, it's pretty much impossible to do STAB damage, leading to the Pokemon being quite passive. The obvious solution to this, then, is to give it to Oricorio, whose signature move allows it to get STAB no matter what type it is. Decided to give it specifically to Baile because a) Starting as a Fighting/Flying gives it a rocks neutrality, b) it always irked me that we already have a fighting-flying with Scrappy via Flamigo, and c) It makes sense flavor-wise as the 'base' Oricorio form.

Klawf for example loosing 3 of its 5 weaknesses and Iron Moth takes neutral damage from EQ under Grassy Terrain, although Photon Drive is better for it in that terrain. Bug-types however gain a needed buff. Loosing Flying, Fire and Rock as weaknesses is really nice. Volcarona gains a regular weakness to Stealth Rock and gains Fire as a resistance. Scizor resists Flying and Rock and gains a regular Fire weakness.

Yay! My first slate! :) I had a lot more ideas that I forgot over time while waiting for a month and a half, but Knock Out and the Slaking rework were the biggest ones I held onto, the rest were either forgotten or remembered just in time.

I had more ideas I wanted to submit but halfway through I saw that there was a 4-move/item/ability and 4-adjustments limit so I had to delete like half of my submissions lol.

EDIT: Thanks to Beaf Cultist's reviews on my submissions, I decided to change things up. Everything that I submitted is gone save for Cultist Chant and the Pikachu forms, but I have been cooking these last few days.

cultist chant is doing way too much at once. would need to parse through the effects a bit more but the fact that all of this is rng-dependent is just kinda icky.
besides the name, pbond as an item is broken. there are multiple moves that would be ridiculously strong if they could trigger their effect twice, and seeing as this item is basically Life Orb with no downside, it’s far too much even without those other interactions. this item effect would be vetoed
last thing, chances are the pikachu forms would also be vetoed. adding dexited pokemon back into the game is outside the scope of the mod, and we’ve been strict with that (specifically with megas) in the past.

Justification:
Baton Pass: the item. If you are willing to give up your item, you can massively set up the next Pokemon. This could be changed from switching out to fainting, to lower the usage, or to a item the mon inheritaning the stats can hold.

Snow now deals 1/16 chip damage every turn to all non-Ice, Water, and Fire Types
Still retains 1.5x Defense Boost to
Ice Types
Freeze has been replaced with Frostbite from PLA
Deals 1/16 damage per turn and halves Special Attack
Moves that previously had a 10% chance to freeze now have a 30% chance to inflict Frostbite, except Ice Beam to keep parity with TBolt
Cannot be inflicted on Ice Types

wii do not care, ice types deserve this
