Slowbro struggles with bulky waters like Jellicent. Jellicent is able to prevent Slowbro from setting up while also damaging it with Hex+Wisp/Toxic. Unboosted Psyshocks can be recovered off easily.

Seismitoad is not affected by Slowbro's Scald thanks to its ability, and Psyshock does very little damage to it. Seismitoad can Toxic Slowbro, which can be very annoying since it won't be able to set up anymore.

Ferroseed works very well against Barbaracle, as it resists every single one of its attacks. It can only be 2HKO'd by Z Stone Edge, and can regain health thanks to Leech Seed + Protect. Bullet Seed does decent enough damage against it, but any attack like Gyro Ball combined to Leech Seed is good enough for Barbaracle.

Torterra is a nice check to barbaracle, resisting it's stab z-move and taking a hit even at +2 from Rockium Z and Razor Shell, and obviously firing back w/ a super-effective stab Wood Hammer. Clealry not the best mon rn but it's still p unexplored i feel.
Somewhat of a shaky check, but if it's still at full, it can come in and OHKO with Energy Ball, or T-Wave to stop the sweep. Roost is also an option to get back to full to maintain the use of sash.
SWAGSIRE has so much swag that it doesn't even know wtf is going on in the battle, because of that he just forgot that Barbaracle has set up. We all know if you forget something it might as well not exist, so with that said SWAGSIRE just does not care about the boosts Barbaracle gets and says hell no I set up you have never set up you can't prove it. In the meantime SWAGSIRE probably does a dab as well.
Hitmontop is a nice Barbaracle check, can live anything from a +1 Razor Shell to a +1 Continental Crush (+1 due to intimidate) then retaliate and OHKO with a Close Combat.

Rotom can't touch Exeggutor at all unless it's HP Flying which is not that common to be honest. Eggy can KO it with either Devastating Drake or with Draco / Flamethrower after a bit of chip. This is also a perfect opportunity to set up Trick Room for it.

The perfect answer pretty much. Stops momentum thanks to its ability, eats Leaf Storms like its nothing, and HP Ground is not a move on Rotom. (yet)
Also has reliable recovery, which make it a repeated switch in, unlike some Assault Vest users that mean to check it.
Vanilluxe as a check. Pretty straight forward, Vanilluxe clicks Blizzard after getting a free switch and then MowTom dies. Ice Cream outspeeds with Scarf.

Pretty much a decent counter unless it's running HP Flying which 2hkos. Sludge Bomb gets the OHKO half the time after rocks damage. Also cripples it with Black Sludge so yeah.

Well, if you really want to avoid the 2hko, 252 Spd Calm Nature is possible i guess, but still kind of shaky:

Er, I don't remember who exactly it was that recommended 56 spD Calm Nature for defensive Cryo(sorry to whoever it was), anyway that is ment to live Grassium Z Leaf Storm + 1 normal or 2 Specs Leaf Storms, if no rocks are up and without having to account leftovers. I changed that a slight tad by adding 2 points more speed to it so it always outspeeds Rotom-Mow.
In this case, it would even assure you get to counter Rotom-Mow on every of it's attacks even an uncommon HP Fire(which isn't listed) and when using Trick, which at that point it did be like 10x worse after tricking it away. At the same time, it would still be able to check the Trick set as Specs Freeze Dry would almost OHKO and with SR, big chance to OHKO. SpD Cryogonal is so overlooked for the blank walling and spin utility and the suggested ''overshadowing'' of the offensive set.
