When team captains are announced you can pm them on smogon or they will open a channel in cgiirc.synirc.net/ which the team captain will annouce in here or somewhere. Where you can ask for try out.

You're best of joining them on IRC (synIRC) on their channel. #east for US East and #uswest for US West. You can ask for a tryout here. I wouldn't bother to try out for East though.
