Thunder complements Moonblast nicely, pressuring Ho-Oh, bulky Kyogre, and Lugia. Substitute wraps up the set, letting Xerneas use Ferrothorn lacking STAB moves as setup bait and avoid status effects from Eternatus and Blissey.
