if you wanna go for something free and good: Krita (i personally use this)
but if you are willing to spend money: Clip Studio

i probably didnt word it too well so let me be transparent :P
I'll pm everyone two random mons from which you'll choose one! I'll also give you a random type that you must apply to your chosen mon, but you'll be allowed to choose its secondary type, or lackthereof. For example:

"haiii chaos hru

Choose one of these to become Fire-type!!
bye chaos have a nice day"

I don't want anyone to feel overwhelmed or uninspired by a design, so I'm giving ppl the choice between two mons so that you (likely) wont need to request a reroll. Also, the type will not match either of the mons base types, for obvious reasons.
