Quick Attack should be quite usable with Toxic Boost.
If you factor the damage formula a certain way, Quick Attack is a 90 BP priority move off 361 Attack (Adamant and Toxic Boost + STAB).
That's not earth-shattering but it's decent. It's probably in the neighbourhood of Adamant LO Lucario Extremespeed.
I'd write the set like this:
Adamant Zangoose@Toxic Orb
~Facade
~Close Combat
~Quick Attack
~Shadow Claw/Swords Dance

I can't imagine Zangoose setting up without dedicated support since he's so frail and lacking in resistances.
But if he does, +2 Quick Attack will OHKO Azelf, Darmanitan and Roserade and has a decent chance of taking out Heracross and Offensive Zapdos with SR support.
It also does an average of 84-87% to Raikou, Krookodile and Flygon. The latter two only have a good chance of surviving thanks to their SR resists but will go down with a little prior damage.
Mew, Victini, and Shaymin are some faster Pokemon with enough natural bulk to be 2HKOd by +2 Quick Attack even without defensive investment (~62% on average).
Anything that's slower and has to face +2 Facade without a resist is going to faint.
So I'm with those who think Zangoose will be quite good once Toxic Boost is released.
IMO, he should definitely run Quick Attack with Toxic Boost since priority differentiates him from Ursaring who can usually muster either more speed or more power.
A strong pursuit user will make a nice team mate as Zangoose will like ghosts removed and Mew/Victini weakened.
Also, if he's planning on setting up reliably he'll most certainly need the support a good dual screener with Memento.
Sounds like a lot of work but maybe be'll be able to function a bit like a UU Lucario (with worse typing).
Using four attacks without Swords Dance should be easily viable though.
STAB + Guts boosted Facade, decent speed and a way to deal with Rocks, Steels and Ghosts?
