    Jolteon + HP Grass just rolled your entire team easily.
    Course I have no idea what you're doing so I can't really say if it's decent or not...

    That's something I can't answer. As it's all based on what you want to run.

    I'd prolly run Swampert as a lead, Starmie as a spinner or sweeper. But that's all I can really give you as I don't exactly run mono-type teams.

    IV's are a number from 0-31, that adds extra points in a certain stat at level 100 depending on the number in the stat.

    Let's say a Oddish at level 100 without any IV's will have:
    HP - 100
    Atk - 100
    Def - 100
    SpAtk - 100
    SpDef -100
    Spe - 100

    Say those are the stats at level 100 without any IV's. Meaning 0 IV's. Than if a different Oddish had 31 in everything. The Oddish with 31's would have:
    Hp - 131
    Atk - 131
    Def - 131
    etc...

    You can't "IV train." As IV's are given to a Pokemon when they are caught, or picked up. And they will stay the same no matter what.
    Exie had a number of shiny Pokemon that can be had through his Giveaway, I think the file is still up on the nets. Most of them are competitive, other than his luvdiscs.
    In all honesty, a bold calm mind blissey is better.

    I am not putting this off, but really, those pokemin should be this:
    Staraptor: Adamant/Jolly/Lonely/Naive
    Blaziken: Adamant/Jolly/Naive/Timid/Modest
    Luxray: Jolly/Timid/Naive/Adamant/Modest

    So i you get any of these natures it would be much better
