You can always reduce ev's, lvl100/ribbon doesn't matter.
If the pokémon has more then 100 ev's in a stat the first berry will reduce the ev's to 100. After that every berry takes away 10 ev's.

you can use an infinite number of berries on your pokemon, ie "remove" EVs that don't exist. (It'll just raise happiness without doing anything)

Yes. Do keep in mind that you can't re-ev a pokémon at lvl100, you can only redo 100 points with vitamins.

In DP, you have to catch a wild Chansey, and that Chansey will have a 5% chance of holding a Lucky Egg. Serebii has a pretty good description of exactly where to get Chansey and what levels it will appear at.
