Rattled is first for me due to the speed boost prior to Mega-evolving if we switch into U-Turn or Knock Off. Regenerator and Water Veil both give the base form niche uses that allow it to run sets where it doesn't have to M-Evolve, though I can see Regenerator being a thing for both forms at once, too.
I agree that the weather abilities should probably be reserved for the Mega, because if we're using Mega sets most of the time, we're probably gonna have to get the Mega out ASAP and run it for the rest of the match rather than the base form.
