Oh sorry for that, I did not realize, I actually had it for a while but I just made the Role description and posted it..
Anyway, I think there was something like this where 2 people posted the same fusion but with different stats and ability and both got accepted, so was that an exception/before a rule was added, or something like that?
Nope, the second submission is not accepted. It has happened in the slate before the current one and we did like this.
 
I wasn't able to vote during the last voting phase. You know why? Because I've been brainstorming the most amazing abilities and fusions you've ever seen! I actually just forgot to vote but no-one needs to know right now.

Parents: Smeargle + Furfrou
Shared egg group: Field
Offspring name: Feagle
New type: Normal
New base stats: 75/60/57/52/77/98
New ability: Blocking Technique (Technician + Fur Coat): All moves with 60 or more BP deal half damage to Feagle.
Notable moves: Every utility move, defence boosting move and recovery move in existence. And any attack you'd like to run.
Role identification: Terrible stats, barely adequate typing and mediocre parents. Seems like a bad fusion until you look at its movepool. Now you're thinking it's a slightly better Smeargle. Now look at its ability. That's right folks, I just turned Smeargle into a viable defensive Pokemon. This thing can wall using whatever moves you're into.

Cosmic Power to make itself immortal, Stockpile and Spit Up to set up attacks while getting tougher, Leech Seed to slowly drain health, Stealth Rock or Spikes if you need a defensive hazard setter, Rapid Spin or Defog in conjunction with Volt Switch or U-turn if you want a defensive hazard removing pivot, even Heal Bell, Aromatherapy or Wish to support the team.

Dragon Tail to phase any setup sweepers while dealing lots of chip damage with help from hazards, Toxic or Will-O-Wisp to wear down threats while crippling physical sweepers with the latter, even Thunder Wave to cripple anything that relies on speed. And if you feel like it, you could run any of U-turn, Volt Switch, Parting Shot, Memento and Healing Wish! Even Trick Choice Scarf is a possibility!

This Pokemon is the most unpredictable wall in the meta. There is no way to tell what its set is until it starts wearing down your team. You better have a good wallbreaker.

I don't know if you know this, because it doesn't seem like it from the description, but Smeargle fusions only learn Sketch once according to the OP
 
Guys if you ran out of ideas you can comb the thread as there are literaly tons of different ideas. First one to pop to mind that received alot of likes was Normant, that Venomoth + Durant fusion.

Notable Moves: Bullet Punch, U-Turn, Iron Head, Knock Off, Superpower, Aqua Jet, Swords Dance, Defog, Sticky Web, Quiver Dance, Flash Cannon, Bug Buzz, Ice Beam, Stun Spore, Roost
Role Identification: Prepare for your attack to be lowered, as this thing's ability is it much better than it looks. It gives it a way to weaken powerful dark, psychic, and grass types. It's moveset isn't that varied, but it does have sticky web, hazard removal, and potential for a special set with quiver dance. It's mega makes this thing way better though.

Role Identification: Now this is more like it, with good 80/125/111 defenses, hazard removal, reliable recovery, and a amazing typing, Mega Scizquerain is a very defensive pokemon. It can also boost on both sides of the spectrum, with Quiver Dance and Swords Dance, though it will probably use swords dance more. It's ability is also good, boosting moves like bug bite, bullet punch, and aqua jet. It also gets sticky web to help with it's speed stat.

New Ability: Blazing Head (Rock Head + Blaze): Recoil Moves do 1.25x damage, and do no recoil
Notable Moves: Flare Blitz, Bonemerang, Knock Off, Double Edge, Iron Head, Thunder Punch, Crunch, Shadow Claw, Fire Blast, Earth Power, Ice Beam, Focus Blast, Air Slash, Dragon Dance
Role Identification: A nice mixed attacker with a really overpowered ability, but not very good on this pokemon because it only has two recoil moves. But still, a 150 BP Flare Blitz will hit like a truck. If only it could hold thick club. Both it's mega have different roles that they can fulfill.

Role Identification: The more physically oriented of the Megas. It has good stats and movepool to run a dragon dance set. With Bonemerang to beat substitute, it can spread burns. It's typing makes it weak to Ice types, so Flare Blitz or Iron Head could be used to beat them. Knock Off is also very good, as it can remove items like Eviolite and Leftovers

Role Identification: The more specially offensive of the two, Wakzard-Y can abuse it's great movepool, mainly with Earth Power, Fire Blast/Flamethrower, Ice Beam, and Solar Beam, It hits almost every pokemon super effectively. And speaking of Solar Beam, it has drought, to lessen it's water weakness, and boost it's fire stab.

Arcanine/Victini (versatility paired with power and speed was what got Landorus-I banned. This is a fire type Landorus-I.)
Furfrou/Chesnaught (I need it for all of my stall teams. Right now.)
Togekiss/Pidgeot (its base form is a physical wallbreaker and its mega form is a special wallbreaker. I love this concept.)
Bibarel/Manaphy (it reaches 1288 SpA in one turn. It 3HKOS Chansey with Surf and instantly kills anything slower than itself that's not a Chansey fusion.)

I'm not going to vote for Mewelli because it literally prevents you from doing ANYTHING after 1 turn.
