The rules for GBU doubles states that it is allowed, and therefore we will stick with the ruling from the rules of GBU doubles.

We're following that metagame, not one shaped by Smogon.

I'm sorry, I'm confused about how the draft works. So, the teams just pick there players themselves, or it's all randomized?
