If you are using a mixmence, there could be a few uses but you need to grab at least a boost from moxie to overcome the neutral nature.

What encounter slot? That cant be used by much but you can do shelmet or some type of surprise magnemite and ditto, maybe yanma in the rain, and roselia?

The second one, because you want a good special attack iv (and the 29 in speed could be better). Bold is +defense -attack.

Froslass have a base 110 speed AND priority (Ice Shard and 80 base attack), I think that a Scarf will only cut her options as she don't have the bulk to endure and attack if you switch her in. A mixed froslass in hail (yes, love snow cloak hax!!!) should be the way to go, IMO.
