A question:

Can you use the moves that can be substituted over any of the moves? For example, on your heatran, can I run dragon pulse, Fire blast, Explosion and hidden power instead of earth power? Or on an azelf can I run Explosion (standard) rocks (standard) psychic (standard) and Fire blast (can replace any of four listed)? In other words, can we not run only the 4 moves actually listed or the moves that could replace also?

Meaning you can't replace Dragon Pulse for any of the four moves listed. Since Dragon Pulse (already stated it can be replaced by any of the moves listed), you'll need to substitute it for some other move.

Same goes for Azelf ("Thunderbolt, Fire Blast and U-turn can replace any of the four moves listed"). You can replace them for any of the moves listed. But you'll have to replace one of them for a move not listed. Probably soemthinglike Grass Knot or Nasty Plot as an example.
