Oh, that's what they meant. I guess I was just unfamiliar with the terminology.Bonus levels are available when you use a boosting nature and invest ev's. In the Gyarados example, with 0 EV's Gyarados has 286 attack. Multiply this by 1.1 (nature boost) and you get 314.6, which rounds down to 314. This will always round down unless it is a whole number. 12 Ev's gets you 317.9 attack, which still rounds down to 317. But when you invest 16 ev's, you get 290*1.1=319.0, which stays at 319.
Basically, you get a bonus level when without the boosting nature the stat would end in a zero.
