I think it is the first 9 reduce 10. The tenth berry clears the rest. I'm not 100% sure about this.

People on here have posted that it's the other way around. First berry reduces EV to 100, each subsequent berry afterwards reduces it by 10.

Never done it myself, though.

I don't think it does at all, if you're talking about just another router, it's fine.

If you're using another DS (which I don't think you're talking about, not sure...) it'll give you a new FC and Pal Pad.

Gliscor is a good heracross counter, Blissy generally works well against gengar, especially if you have something else asleep. Any ghost poke or a good physical wall is good against close combat, like dusknoir, gengar, gliscor or celebi.
If someone taunts you, just switch pokes, there isn't really anything you can do about it, unless you have a faster taunter.

If you go to Celestic Town, and go East out of the city (you need Defog and Rock Climb HMs), you should come to a Dragon Tamer. Beat him, go inside the house, and the woman should teach your Dragon Draco Meteor
