I have a question about 'bulky waters'. I know they're pokemon like Slowbro and Milotic which are generally hard to kill, but what exactly defines a bulky water and what is the main reason people use them?

There is no real definition, but to my understanding, they are used because they have minimal weaknesses, especially when it comes to physical threats.
They also generally have a nice, bulky Stat Spread, so they can function effectively as tanks...
Can anyone elaborate more on this?

yes - Bulky waters are defensive water types whose function is to primarily kill the many dragons that haunt the OU.

I would like to ask just how essential would you consider having the Emerald version to making a good Wi-fi team? I've been thinking of getting Emerald, but I'm not sure if it's worth the 30-something bucks to get for making a Wi-fi team.

Depends on what you want on your team. The main thing you lose (in my experience) not having Emerald is access to its Move Tutors. This prevents you from implementing certain pokemon sets. (For example, no Seismic Toss on Blissey.) If you think a good Wi-Fi team requires those unique moves then, yeah, you need them.

The biggest hurt, in my experience, has been not having access to the elemental punches. There's still plenty of really good options, though, so my immediate guess is that you'll be able to put together a team that's really good that you don't need Emerald for.

Okay before I explain this I want to let you know that it might sound confusing so I'll try to explain it as best as I can. I'm EV training a Ralts into a Gallade. Hypnosis is one of the moves it needs to have. It learns it in the 40s I'm planning to keep it a Ralts til then keep. Because if I evolve it into Kirlia it learns hypnosis later. So when my Ralts learns hypnosis I evolve it and then right into Gallade. But my question is will it have the same stats as if I instead evolved Ralts into Kirlia when it's suppose to and then grow it to what ever level it learns Hypnosis and then into Gallade?

Yes it will still have the same stats.

Stats are not determined by when the evolution occured but by the base stat, nature, IV and EV spread of the pokemon in question.

I need to know the highest possible hidden power ice combination for modest? of course it has to be "legal"

My friends don't play competitively so I've been trying to think of some interesting/gimicky sets to play with them to have some fun. Anyone have any ideas? It's hard when I just 6-0 them all the time with non iv'd, non ev'd pokes. ;)
