Thats true, I always forget about Ice Shard on Weavile since I never use it..maybe I should drop the speed down to whatevers next on the speed tier?
Run 40 HP/252 Atk/216 Spe

333 HP let's you switch into SR 4 times. MAx attack and after one DD you hit 375 Speed, beating Base 120s.

What do you need help with? It can survive even a max/+ CB Superpower (not including SR damage). It shrugs off Bullet Punch (less than 50% from CB). So, what are you looking for exactly?

Lets say I have 3 pokes with max hps of 401, 402 and 403. How much hp will a sub for each of these 3 have? In other words, how does the rounding work?

Each will have 100. Pokemon always rounds down.

Another example would include having 401 HP, and being 4x weak to SR. You would have 201 HP left, meaning you could switch in twice (yay Ninjask). 402 = 201, meaning a second switch in would kill you.

EDIT: Let me rephrase this: if the division does not come out as a whole number, round down.

Thanks, another question. Do I have as good of a chance to get one IV as opposed to another? So if I wanted to hit 3 hp for a subseed set, excluding the HP IVs of the parents, do I have just as good of a chance to get 3 hp as I do 31?

Is a Howl boost equal to that of a Choice band boost?

Yes. The disadvantage to this though is the fact that you have to set it up (meaning the opponent gets a free turn, plus you lose the boost after switching), and you lose one of your limited moveslots. But essentially it's the same, yes.

What's better on Weavile-Ice Shard, Ice Punch, or both?

With Skymin gone (at least for now), it should be alright to use Ice Punch, given Weavile's high speed and the fact that it can cripple (in not OHKO) Lati@s. If DD 'Mence is constant problem though, Ice Shard is good for taking it down as it will likely outrun you after a DD (haven't punched the numbers here, just speculating).

Skymin is faster than Weavile(Timid Vs Jolly). You need Ice Shard for it. And Weavile can use Night Slash/Pursuit to deal with Celebi/Latias and friends.

So Ice Shard is generally more useful to pick off DDMence, Skymin and other gay stuff such as Yanmega and Ninjask.

I know that Skymin is faster. Notice that I did say "with Skymin gone." Skymin is banned, and I assume he's talking the standard metagame. I also mentioned DD 'Mence. I see Ice Punch being the better move unless you are specifically having DD 'Mence problems. I don't think Yanmega/Ninjask are common enough to warrant a moveslot just for them. But it's all opinion afterall.

I can also use both. Should I?

I see where are you getting but in my eyes Ice Punch is by no means the better choice. What kind of team doesn't have trouble with Salamence anyway? I'd rather have something to revenge kill all those annoying dragons locked into outrage(some of them are scarfed too eg: Flygon).

Weavile's best selling point is his revenge killing capabilities. I would certainly won't like my revenge killer eating an outrage to the face because it had Ice Punch instead of Ice shard. But to each his own.

I can also use both. Should I?
Yes you can but you have to drop something from the moveset if you want them both.

Probably Night Slash, because Pursuit + Ice Shard together make revenge killing easier. If you're using your Weavile as a sweeper or something then drop Pursuit.

If a pokemon is asleep and uses sleep talk and the move "psycho shift" is chosen, would it break sleep clause if an opponent's pokemon was already asleep?
