With the abundance of Scizor around, there is no point in even bothering to set up a SD sweep as he can come in whenever and ohko you with bullet punch. Ice Shard is chosen over Ice Punch to kill +1 Speed Salamence, as it outspeeds and ohkos Weavile. Ice Punch was only really helpful to OHKO Yache Chomp back in the day. Night Slash and Pursuit for strong STAB and to deal with things like Latias, Gengar, Alakazam and Azelf. Brick Break to beat Tyranitar.

Forgive my stupidity, but what, exactly, are the advantages of running CSJirachi on suspect ladder as opposed to using something other than Scarf? Is it only to revenge kill Mence and screw up walls with trick?
Zen Headbutt had a 40% flinch rate.One of the best things Jirachi got is Trick to disable walls, and Seren Grace, combined with 2 STAB 60% Flinch Rate moves is very good, Jirachi can counter a lot of leads effectively.
