Ok, weird question:

How many times should i lose on the UU ladder before i use a new alt, the aim being to get voting rights, assuming i start from the default(350 deviation)?

It is not really as simple as that. However, once your deviation gets below 50-ish, and you are still a long way away from the rating, you want to consider starting again. If, however, you are only say 10 or 20 points away, it shouldn't be too hard to get those last few.

As a general rule, if you are dead serious about qualifying, simply follow the rules in reachzero's thread. I cannot emphasize enough testing things out on an alt until you have a team that not only do you know is good, but you also have confidence in, and experience with. If you have those two things, reaching the requirements should be easy.

Question about teirs,
Infernape sits in OU nicely as an attacker of all sorts. But if it was used as a Toxic staller, or just given a horrible moveset could it be used in UU?

Another example- could Ninjask be used in UU if it did not have baton pass or Used Special Moves?

No. Mew would still be Uber status even if you used it with Splash.

if i still have a wonder card i havent used in my Pearl can i still get the new regigigas without taking out the shaymin one and still get both shaymin and regigigas?

No; you'll have to pick up the Shaymin from the man in the Pokemart before you'll be able to do anything with Regigigas.

What is the best EV spread for this Rotom-h?
Rotom-h@Leftovers
-Will-O-Wisp
-Thunderbolt
-Shadow Ball
-Light Screen

I have been using the EV spread Bold 252 HP/ 252 Def/ 6 SDef, because it allows Rotom-h to better take the Physical hits it most often takes (e.g. Scizor's U-Turn), and Light Screen makes Special hits less of a worry.

You shouldn't ask for single pokemon moveset. Try to post your team in the RMT section. Anyway, it's suggested to use at least 88 speed evs to outspeed max speed adamant scizor.

This is a question concerning rain dance teams.
If been trying to plan out a team and I thought of an interesting idea.
How does Breloom do on a rain dance team?
The set i'm thinking of is
Breloom
Item: Life Orb
Ability:poisen Heal
Nature: adamant
48HP/252 Atk/208 Spe
-Swords Dance
-Mach Punch
-Seedbomb
-Spore
~I think breloom could do some real damage when supported by a rain dance team because he fits a couple niches.
*Unlike most rain dance members he benifits from toxic spikes.
*He scares of Abomasnow, Tryanitar, Vaporeon, Swampert, and Empoleon, Blissey, and others that could otherwise stall the team.

So whats the vedict? Is he worth the effort?

That actually sounds like a great idea, though Toxic Spikes aren't really common enough that it will matter when you could pack Tentacruel and SD Kabutops to take on basically everything you listed in some way / shape / form. It would work nicely though.

Are these IV's any good for a defensive heat wave/thunder bolt/thunder wave/roost Zapdos?

No. HP/SDef is too low, and I don't think you'd want Relaxed/super low speed either.
