You cant give Evs to level 100 pokemons. To gain Evs in D/P you need to gain exp(excluding vitamins) that is why level 100 pokemon are a bit useless as they cant get more than 100 Evs in a single stat. You can use Ev Reducing berries even at level 100 if you are not talking about TRU regigigas anymore

You can still give it EVs though, just train it like u normally would, then put it in a box, and it should get the boost.

As mentioned, you can't gain experience, hence no EVs. You'll have to use Vitamins, but even then it's a fruitless effort. So don't even both SRing for a nature or something. But below was the main reason for my post.

Really though, you can't. You just have to trust your opponent. But generally, if the opponent is worth fighting, they'll follow the rules. It's like asking how do you enforce sleep clause; simply put, you can't.



EDIT: I just did a test of my own Yanma. Attack jumped 8 points and speed jumped 2, so the box trick does. Make sure that you exit the PC completely (meaning you can walk a step away) before checking it's stats again. Also make sure you have enough EVs to make a difference.

From what I've seen, an English Shaymin will get a Japanese flower, so I'd think language wouldn't be a barrier for Regifail.

Competitively, Ice Ball is never used. So yeah, stick with Avalanche.

Setup a trade right after the battle, before any player leaves WiFi. You don't need to trade anything, just looks at Latias' (or Latios' for that matter) Summary and check her item.

All of them have no competitive value outside of NU, which isn't a metagame at the moment. Of those three, Luvdisc has the most potential because it has good speed and can do some damage under rain, but none of them are anything special.
