No, you can only Wish yourself and the pokemon that switches into that spot. Wish will not affect your partner if you faint and it's the last pokemon on your side. As for the move, I would go with Encore because with one turn before sleep they can still wreck things (like Exploding). However, I don't actually play doubles so somebody else may be better suited to answer that part.

If you want an exact location, it is slightly to the north of a cabin on the route towards Snowpoint in which the hail/snow becomes more torrential. It is west-south-west of the Ice Rock where Eevee can be evolved into Glaceon.
 
Do pokemon get kept in OU just so they don't overpower the UU bracket? That's the only logical reason I can draw for a lot of them such as Dragonite which I simply never see.

Also, what exactly is the Borderline tier? Is it between OU and Ubers, or UU and OU? Or Both? If it's both, how do you tell em apart?

You defined Borderline in your first sentence, they're pokemon that are banned from UU because they are overpowering. OU is defined by usage.
 
But if I had PKRS and a Macho Brace and lets say for example I kill a Bidoof, will I get 10 EPs? I just want to know if I can get 10 EPs with the Macho Brace alone.
 
EDIT #2: What are the chances of Pokeradar-ing a Ditto on Route 218? Is it like 1%?

Hey guys, i had one little question, if you dont catch giratina in distortion world you know how you can rebattle it in turnback cave. the question is, does it have the same stats as the one in distortion world. thanks
 
Just a quick question on the ladder stats. Are we supposed to judge people by the rating number or on the conservative rating estimate?

The ladder position is determined by the CRE, though the average rating is probably the stat which determine the player's skills.
