If I have a question about forum rules, where do I ask it?
It's about my avatar of Giovani. He's wearing his Earth badge and I'm wondering if that's too close to a rule violation because staff/important members have badges.

is there anyway to migrate more then 6 pokemon a day to plat.?
If you have two gba games, you can do this:
Migrate over 6 from the game you want to transfer them over from (Game A).
Set the DS's internal clock ahead one day.
Insert Game B, and choose migrate. When the game aligns with the current time, you can remove that game, throw in Game A, and transfer more Pokemon. You can do this as many times as need be, iirc.

I've got a couple questions regarding some 10th anniversary events I recently obtained. I'm not asking for a hack check, just some clarification.
I have a shiny Entei with the OT "10ANNIV" and ID# 00010 and a Raikou with the OT "10 ANIV" and ID# 00010. I'm just a little confused about with Id#'s correspond to which regional events (USA, NY, EU, etc.).
Also, the person I obtained the Raikou from "Apparently had a fateful encounter at Lv. 70" and was met at a "Pokemon Event" on Jul. 15, 2006. This might be a stupid question, but is that even possible?

Surprisingly enough, that's all legit, even the date on the Raikou. Here's some more info on them: http://bulbapedia.bulbagarden.net/wiki/10_ANIV.
I'm pretty sure that rule is just to keep people without badges from trying to make it look like they have badges, which your avatar is not doing, so you should be fine
I checked out the bulbapedia page before posting here actually, and according to it, any events with the OT "10ANNIV" come from Europe and should have the ID#06227, and my Entei has the ID#00010, the ID for events with the OT "10 ANIV" from America.
I was a bit skeptical of the Raikou because it has 30/31 for all its IVs. At the time these events were released, I'm pretty sure D/P weren't out anywhere, as the Japanese release date was 9/28/2006, and I thought all these events were only available on the 3rd Gen games and have to be Pal Parked into D/P/Pt?

A question about EV training.
So I want to train a Vileplume with four HP EV points.
Would a good way to do that is put a macho brace on it and fight two Bidoofs?
Is that how EV training works?
And for the the other 200 something stats I can fight lets say I want special attack I would have to fight 100 ghastlys?
I know this is a nooby question but I want to make sure I have this down before I go ahead and do it.

As soon as you get the Pokedex, so IIRC Sandgem.
For the HP, that is a good idea. For the other stats, you usually want to put a Power item on the Pokemon to increase the Pokemon's recieved EVs by 4. So you can instead face only 40 Gastlys. To get Power items, you can try asking someone here for some.

I noticed it around the Sixth badge but you should just try to finish the game and the Sinnoh Dex.
After the 1st Badge they'll let you in. Before that there's some lady blocking you.

You should be more than a bit skeptical, that Raikou is an obvious hack if those are its IVs.
Yes and yes.
You want the HP stat to end in 9, so if 29 IVs does that, then use that.
