Could someone tell me which not fully evolved Pokemon are not in the NFE tier?

Like for example, Pikachu (because of Light Ball) and Scyther (much higher Speed than Scizor).

Also I'd like to know which NFEs are banned from NU play.
wynaut, scyther and chansey are banned in NU

If a pokemon uses skill swap on the opponent and the opponent switches out, will the opponent have their old ability back or will they still have the skill swapped ability when they switch back in?
 
again with the Hypnosis Mew

I want to get hypnosis on my Mew, it is Timid and fully trained, I'm currently thinking of mix bp/transform, bping nasty plot and rock polish using sitrus berry and hopeful switch out, and if bp looks not worthwhile, just transform and wreak havoc.. or that's the general idea, maybe just bp one... but I would prefer to just have hypnosis and get away with one of the two options.
I dont have pokemon ranch or the other game needed.
Can a Mew be traded back onto one of those games, taught hypnosis then traded or transfered back? If not all the buold suggestions are waste.

You cannot transfer pokemon back to 3rd generation games, i.e Pokemon XD. The only way to get a hypnosis new from my pokemon ranch is to store 1000 pokemon there. Your mew cannot learn hypnosis
 
Why do I keep restarting my Platinum game after I get to the point around Veilstone and Pastoria?

Why can't I just go through, and enjoy it past then?

Is it;

A: I like the little pokes too much and evolving everything ruins it all.

B: I keep realizing I will never get that Heracross and Munchlax I want early on.. and give up.

C: I ruin the game myself by trying to build my team in advance, being a perfectionist.

D: I like too many Pokemon, and after a while I always realize I can't have all the ones I like on one team.

To tell you the truth, this probably isn't something you should ask here, but since I'm not a mod I can't tell you for sure.

If it was me, I'd say that C would be the right answer, but this isn't something someone else can really answer for you...

I know it was a question out of place. It's just annoying to me tbh.

Just want to double-check something about weather. If I use Sunny Day (w/ Heat Rock) on turn #1, switch in a pokemon with Sunny Day on turn #5, then Sunny Day (w/ Heat Rock) again, will the sun last until the first use ends, or will the counter reset to 8 turns of sun on the second use?

Also is it more viable to switch in the pokemon you want to set up the weather the turn before it runs out to keep it constant?

If you use sunny day while the sun has not faded yet - which is the situation you described - sunny day (the move) just fails.

About your second question, that really depends on battle situations. Sometimes you will be able to switch in your weather changer the turn before the weather condition ends, some other times you won't. But generally, yes, having permanet sun\rain is crucial for weather teams, so ideally the option you listed would be preferable.
