Secondly, my friend has been boasting about Action Replay's feats. Is it true you can add data to games not previously programmed in, such as adding Distortion World to Diamond or Pearl, or adding Explorers of Sky exclusive dungeons to Explorers of Time/Darkness?
It all sounds like a load of bull to me, but I need confirmation.
Your friend's making that stuff up. ARs can only manipulate existing data, not create brand new data.

What is the spread for a naughty mixed flygon? I know it has 176speed, but hat are the other EVs? Also, what is the item held by such a flygon?
For the mixed set such as Flygon, just go with the Smogon's Standard "Life Orb, Special" with the following spread and movesets:

Flygon @ Life Orb
Levitate
Rash (+SpA,-SpD) or Naive (+Spe,-SpD)
80 Atk / 252 SpA / 176 Spe or 4 Atk / 252 SpA / 252 Spe (with Naive)
-Draco Meteor
-Roost / U Turn
-Fire Blast
-Earthquake

The thing with mixed Flygon is that he/she is truly an inferior mixed set compared to the mixed Salamence. Even with Roost, Flygon does not gain the secondary beneficial like Salamence and other Flyer does from having the ability to take lesser damage from Ice type attack. And even with Rash nature, Flygon's max Atk base settles at base 256 and SpA settles at base 284, while Salamence going with Naive settles with 310 Atk base and settles with 319 SpA base, has intimidate and gains secondary benefit from Roost to weaken Rock, Ice, and Electric. But then again Flygon does have the benefit of taking less damage from SR (while Salamence could roost and doesn't get bothered too much), and Flygon does gain the advantages of bein able to switch in on Electric and Rock moves.

If you truly want more power, then Salamence would've been a much better choice. But if you something more of gimmick, then Flygon is your dragon of choice.

EDIT #1:
ok trying to work something out with power trick.
i'll use foretress as an example as that can have an extreme change
power trick swaps attack and defence i have a question on this.
if i used power trick with foretress using +def nature and 252 defence (416 defence) then power tricked, would i get 416 attack or would i need 252 attack and +attack nature for that?
Your Forretress will have obtained 416 Atk, and, I will assume you've not any Atk EV, also obtained 216 Def. Here is the move description on Smogon's page: "This move swaps the user's Attack and Defense stats. Attack and Defense boosts are still applied to their stat."

EDIT #2:
In HG/SS, is there 2v2 Wifi battling? Similar to how you could team up in platinum to take on the Wifi Frontier, but instead its between four friends.
Yes, you will be able to battle with your three friends in the 2v2 Wi-Fi mode on HG/SS. Here is the evidence of such 2v2 Wi-Fi battle: http://www.youtube.com/watch?v=239Wm4YmlM0&feature=player_embedded#. Skip to around 2:16 to see the battle. A fact you should know about 2v2 Wi-Fi is you're only allowed up to three chosen Pokemons to battle with, and same goes to other three people.

I everyone's opinion: "I have been wondering where I should purchaise Pokemon Soul Silver From Japan... Where should I purchaise it from and your opinion why..."

IIRC back in '07, Hitmontop was NU and considered pretty mediocre. What changed since then? Did Platinum introduce some awesome move for it?

As Stealth Rocks became more and more prevalent, the need for a solid Rapid Spinner increases. The fact that he can switch into Steelix and Registeel, both common users of SR, and spin them away (and using Foresight to hit ghost) allows him a nice place in the tier.

The analysis for lead (Stealth Rock) Azelf recommends a 31/31/31/31/28/31 Naive spread. Is that really better than the 30/31/31/31/31/31 Naive spread, though, even with a physical attacks being more prevalent in OU?

Thats your call, however when Azelf is hit by a special attack, those SpD typically won't matter. However, with so much physical prioirty and stuff, being at max physical defensive capability is useful.

But neither will do anything signifigant.
How can Dragonite learn Heal Bell?

Shoddy lists it as a level-up move, but I don't see it in Serebii's pokedex guide.

Pokemon XD's Dragonite has it when you purify it.

That's a local wireless Multi Battle. As far as I've heard there's no way to do it over wi-fi.

I want to make a UU team based around a sceptile because it's my favorite pokemon but all the teams I've been trying out on shoddy only wins ~50% of the time with the choice specs set on the analysis page. I just want to start from scratch so if anyone can roughly recommend 5 UU pokes that would work well with sceptile (doesn't have to be specs) then I'd highly appreciate that. I like a balanced team so 2 walls would be nice too. Thanks

What does a single * following someone's name mean.
Maybe that should be added to the badge faq.

let's say your opponnent use Bullet Punch while you switch...
next turn, you're faster and you use Encore, but he selected Earthquake...

will the move be cancelled? will he use Bullet Punch? will he use Earthquake?

I'm working on an UU (in OU) team but I don't know which Pokemon I should choose to my last slot. What would be a good choice? A wall, sweeper, supporter? What would give good coverage to the team and have synergy with the rest of the team?
(It's purposely there isn't any descriptions. If you want you can see them here http://www.smogon.com/forums/showthread.php?t=58514)
