Guts Explosion isn't that bad, it only does 69.76% - 82.14% to physical wall Hippowdon, which he can easily Slack Off if his owner predicts the explosion. CAP9 needs some form of priority. Plus it threatens the faster Latiases, as well as dealing significant damage to Gliscor. It's a whale, how can it not know Hydro Pump? Besides, it needs to decently damage Rhyperior somehow. Well, it has to attack Skamory somehow, since it does use the secondary, which this guy's supposed to stop.

Yeah, Uturn, Explosion, Fire moves, are too much. This thing WILL get taunt, so just taunt skarm and wear it down slowly. It doesn't need to 2hko it to kill it!
 
Now that I'm done with catching up on everything I missed due to IRL issues, I'll explain some of my choices.

(IP) I don't see this as being very controversial at all. What will it hit for higher damage? Dragons, really. Dragons that want to switch in on Earthquake and get a free set up. It does make them more of a shaky counter, but I'd say that he shouldn't be crippled by 'Mence like half the meta-game currently is.

The argument that it: "2HKO's Skarmory with no investment!" is rather moot in my opinion, as Skarmory could easily just invest a few extra points into it's Special Defense. There is even a spread for it on the Smogon analysis, because dual walling Skarmory has proven to be very effective.

That sounds quite low. Are you sure you accounted for Explosion's halving of defense? According to the damage calc, Guts explosion does 130-153% with +1Atk, 118%-140% with Neutral Atk on Max HP/Def Hippowdon.
