Upsetting The Metagame

This does actually bring up something - that there isn't necessarily 'the' OU metagame. Since the ladder pairs people with similar CREs, the metagame around 1200, for example, will be somewhat different to that around 1500. You can't ignore those differences, and to disregard the lower levels as irrelevant seems to me to be wrong. When it comes to recommending things to users, their skill level should be borne in mind - a team that does well in the hands of a 1600 player may not do so when used by a 1200 player, and vice versa.

You've hit the nail right on the head there Cantab. From 100-1499 its a much faster, offensive game, not disimmilar to LC. However, once you hit 1500+ it becomes much more stall focused as people try to preserve their CRE.

Of course, I hold a view that the CRE system has been seriously undermined by the prevalence of alts, possibly to the point of ranking being for most players meaningless.

We don't need a tier between OU and Uber, because we're not trying to maintain a balanced Uber metagame.
'Balanced Ubers' has been suggested. I think many people would like a balanced meta including the likes of Mewtwo, Groudon, Dialga, and so on. But it's probably not possible.
The only other reason for a 'near-Uber' tier would be to implement a quota system; to say your team may not contain more than one near-Uber. But I'm not sure that would really work.

I actually love the idea of a points based metagame, where a Pokemon are worth points based on usage. ie; you have 800 points to build a team.

Scizor, the most used Pokemon from last month is worth 300 points, Salamence is worth 285, Latias 275, Heracross is worth 125 points, Claydol is worth 75, Mawile is worth 25 points, etc. (these numbers are just random, I don't have a 'formula' that should be used to determine value).

It would be an interesting game, to say the least. It might prompt more creative thinking when it comes to team building, but it's a whole different sort of game.. I believe most people are happy with the current metagame, and the process of tiering. If someone truely values another metagame for Pokemon, they'll take the time and develop it on there own, and probably not via Smogon.

I would play this in a heartbeat. It appeals to my tabletop and card gaming nature. I think that it would definitely bring attention to some of the "underused OUs" and introduce a lot of very creative thinking to teambuilding.

if i beat somone with an 800 point team using my 400 point tailored team, would i get extra rating and would they lose extra? :P

I think there was a tournament while back, albeit in a slightly different form, where you had to use points to "purchase" Pokemon for your team. It does sound interesting, maybe an alternate server can run something like that, but obviously you'd need the stats from the regular ladder in order to determine how much something costs.
