What percentile does a Pokemon have to be in in order to be OU?

Since nobody was answering.

They have to have a high amount of usage to be OU. Meaning statistically, they have to be used alot on Shoddy Battle.

OU consists of 1% of all 493 Pokemon.

EDIT: My question: Why is Power Herb not on Shoddy, because nobody wants to be hit by "Charging: attacks the turn it's used?

I think a Pokemon is OU if it has a greater than 50% chance of being on at least one team of a sample of 20 teams. I think. I'm not sure.
X-Act is the one who does the tiering, he should know.

There's a few more than 4.93 pokemon in OU. And if you meant 10% by some chance there's only 45 OU right now, not 49-50. Because this is a common question, I'll answer.

There is no set percentage cutoff for OU.

There is a reason that Doug said this in the statistics thread.

Cresselia, on the other hand, dropped this month and appears to be hovering very close to the UU event horizon. We'll see what happens when X-Act runs his tiering numbers. Stay tuned.

Notice that he didn't say "Uh-oh, Cresselia is UU" and that he also said that X-Act has to run some numbers. Now if this number was set, why oh why would they act ignorant to the information? They aren't trying to act fancy or complicated or even pull your leg, there really is a calculation used to determine tiers. More elaborate information can be found here and here. It's a tad more complicated than 'plug in for x, y, and z' though.

Pro tip: if you don't know the answer, don't answer the question as it'll likely be overlooked. So what, you don't get a chance to look smart (key word, look), but you also avoid looking like a fool. I'm not singling out the person I quoted, I've seen many fake answers to the same question.

EDIT: My question: Why is Power Herb not on Shoddy, because nobody wants to be hit by "Charging: attacks the turn it's used?

Because it was too complicated to program (or there's a slight chance that Colin and bearzly didn't find it significance to be worth it, but that's very unlikely). This goes for all items that you don't see on Shoddy. It will be in Shoddy Battle 2.

What is "Battle of the Week"? Is it warstories, streamed battles, or what? Are they recorded anywhere I can view them (where if so)?

No, the cutoff for OU is 3.5% usage. It doesn't have to do with the number of Pokemon.

Power Herb wasn't on Shoddy because they never got around to programming it in. Like a lot of other stuff, it'll probably be on Shoddy 2.

If a Pokemon carrying Power Herb uses SolarBeam while it is sunny, does the Power Herb get consumed anyway?

I doubt it, since the sunny weather already does what the Power Herb would have (oh no, veedrock, I'm trying to be helpful even though I'm not 100% sure of the answer!)

Ummm....

Can't seem to get rotom out of his TV...

I have a cleaned out cartridge (all quests/legends, got Nat dex, etc...)
I've tried this at 23:00

Keeps saying "The TV has an oddly malevolent feel...
it's as if it' is staring..." which is not the Rotom encounter line...

According to my paperback Plat guide it should come out, but...

any ideas?

I think you need to beat the whole game first.

If you haven't, you should try going 24 hours without changing the clock. Changing it resets just about everything else time-based.

You didn't KO it previously did you? Rotom's a one-time encounter to my knowledge.
Also, the obvious thing of making sure it's 23:00 on the DS clock - ie that it matches real time.

I may have (I haven't used this cart in months!), but all the guides, including this paperback platinum guide I've got say that if you catch/defeat/run/are killed it will come back if you "examine the TV between 8PM and 4 AM.

Keep trying over and over, saving/resetting. I had the same problem, but eventually it will come out. It just seems to be a slightly randomised thing. If it's giving the "malevolent" thing it means Rotom is still inside.

I want to know if this battle tower strategy is viable and would also welcome sugestions of a 3rd poke to use with it.
First send out Uxie and use yawn, it will be sashed so will definitely get yawn off. Next turn if you survive use memento to cut the opponents stats, but you will definitely faint. Switch in Linoone as the opponent goes to sleep after Uxie faints. Linoone can then set up belly drum with a salac berry to also raise speed. Even if the opponent does wake up they will hopefully have their attack stats halved by memento. Once linoone is set up it would be able to take out all the opponents pokemon except some steel typed which my Linoone can't deal with due to every one of its moves being NVE. I can sometimes still take out steel types with STAB return though.
I would really like some advice on this strategy and also on a 3rd teammate to use. I was thinking of using something like Garchomp that can easily deal with steel types but that leaves me with no special attacker.

How can I get my Weavile to know Low kick? If I use an AR on it to learn it will I still be able to use it on wifi-battles on Smogon?

That Pokemon would be considered a 'legal hack'. Provided you clearly state that you are using legal hacks, and agree it with your opponent, it's fine. If you neglect to tell your opponent you're using such hacks, then you are cheating.

Low kick is a HG\SS tutor move. And yes, as long as your Pokemon has been obtained legitimately, using a code to teach it a move won't make it a hack. I think that you don't even need to tell your opponent.
