No. 1 IV means 1 stat point.
So many Pokemon run max speed; in them, a speed IV<31 is a major fault. But for most other stats you can drop down a bit without causing problems. If you're using complex EV spreads designed to nHKO specific things or survive specific attacks, you'll need to tweak them. However, you don't want really low IVs in stats you use. Of course, many Pokemon have stats they don't use. Less defenses on an already-frail sweeper won't make that much difference, and a pure physical attacker doesn't care about the SpA IV.
Running Max Speed to at least tie with other neutral base 80's is what you should be aiming for.
