Baby will always be the species of the female, yes. If you have a male and you want a baby of that species, you need to breed it with a Ditto.

In gameplay, ie with Elite Four and such I'd actually say Swords Dance would work better, no? No point in locking yourself there when the AI rarely ever switches out.

Generally Snorlax can take the hit, although there is a small chance of Low Kick OHKOing on the Choice Band Lax set. Depends what set and move you then use to try and KO Ambipom, but for example a Choice Band Body Slam will likely OHKO, whereas a Sleep Talk Body Slam might not even 2HKO. Nope. Azumarill is too slow to outspeed Weavile when it's running a bit of Speed.

That would work, yes! Make sure you give the Ditto an Everstone.

At what level of rare candying would the IVs be the most accurate for NZ Jirachi (Excluding level 100, I'm SRing for it.)

Use metalkid's calculator, which takes info from multiple levels, and includes the characteristic and hidden power type (speak to a man in the 4th gen game corner prize exchange or TM the move and attack a Kecleon). Thus it can get more accurate results at lower levels than just using one levels' worth of starts.
You should get most IVs exact within level 30.

The trade has to be done on the GTS. I searched for random Japanese Pokemon until I found a doable trade (Japanese Bellsprout for Magikarp, for anyone curious).

If you have been using the GTS and you've been getting foreign Pokemon and not unocking the course, then you're probaby getting them from someone with the same nationality game who got theirs from elsewhere. If that's not the case then I have no clue.
