There are no pure dragons after all (fully evolved), a dragon-type eeveelution might be welcome. Still, if it doesn't have a dragon-absorbing ability, than it might be a rough environment for it.
Dragon looks like a good defensive type at first look, but that dragon weakness is fatal. Ice type being a popular offensive type (regardless of dragon) is a big problem too, but dragon-weak is the bigger one-- unless it's fast.
Slow-bulky dragons simply have issues (for instance, a CRO strategy with dragon would have issues), because no matter how bulky your defensive stats, STAB outrage/draco meteor from any faster dragons would pretty much destroy you. Even more problematic is that your teammates probably aren't going to like taking the hit for you. Unlike a slow "Bulky Water" type where there are lots of teammates to switch into electric/grass moves, a slow "Bulky Dragon" is kind of an invitation for the enemy's Dragon/Ice attacks to beat your team's face in.
If there is a pure eeveelution, it better hope it gets 110 or 130 in its speed stat . . . simply put, dragons need speed, period. Of course if it has a dragon-immune ability, the above points are moot.
