I want the otter to be unique, and I think the best type that would allow for that would be Water/Psychic.
I think a fast Water/Psychic, fairly bulky, with access to Trick hopefully, and possibly Claw Sharpen or Hypnosis or BOTH, would be the best combo it could get.
This is based on the clown-like appearence. If it was indeed a clown type pokemon later on, I think Psychic would fit that best, being tricksy but not evil. Because otters can't be evil. Ever.

Starmie?
Just by being a starter pokemon, the overall defenses would be equal to or higher than Starmie's, the resulting pokemon will likely have usable attack for a mixed set, and it's an otter!
I was thinking along the lines of 85/90/85/85/70/120. As fast as Sceptile. Part Psychic means status, lots of possibilities, more than ice or fighting could offer. Hypnosis/Will-o-wisp/Pain Split/etc. could be possible egg moves. Trickery could be a learned move to give it some more power. Claw Sharpen could be a sweeper move for it comboed with Will-o-wisp or Hypnosis for perfect accuracy to put things down that would otherwise stop it.
Maybe even Focus Punch for a Surf or Sub/Focus Punch/Ice Beam/Hypnosis gimmick set.
Anyway, I say Psychic.
Starmie is fairly bulky? Well if it's Water/Ice, what could separate it from other Water/Ice is it would be the only one that gets Ice Punch and maybe a crazy, large movepool.

LOL, sorry, but I couldn't resist. I am pretty sure it's impossible to have something for the DSi that's unavailable for the DS and DS Lite unless it's of the DSi Shopping Channel, considering all three have the same shaped card slot and the DSi has one less slot than the other 2. And I can't imagine making an entire Pokemon RPG for the DSi shopping channel. Maybe they will make a PBR for Generation 5 w/ random battling (please two separate rules, one standard one no-restrictions) and Release it for the DSi shopping channel. That would be hilarious and awesome at the same time!
Please make it so Rotom forms are allowed on Wi-Fi! It makes good teams harder to make when one of the best Pokemon to tie the team together can't be used.....This would be as great as releasing Fog as a weather condition....
I am heavily provoked to believe the water starter will be part ice, seeing it's snowman-like head and color scheme. Hopefully, it will get Ice Shard and be heavily offensive/special offensive to abuse Ice Shard/Blizzard respectively.

Let's just say Rule 34 never rings false.
Also, Mameshibotter will probably end up Water/Ice, like a Dewgong that doesn't suck (hopefully).
The starters don't look even remotely similar to either of those Pokemon. just clearing that up. :D
Water/Ice is a very nice offensive typing, which would definitely be useful on an attack oriented Pokemon. that being said, I really can't see the otter starter being part Ice, unless it's final evo is a polar bear for some reason. Sea Otters aren't associated with Ice, at least in my mind. if anything, Grass makes more sense, since they live in kelp patches.

I'd rather see water/ghost tbh. since Ghost as a typing outclasses Psychic so bad its not funny (since nobody cares about a psychic-resistance). just throwing that out there, imagine how much better yet similar metagross, jirachi, cresselia, and bronzong etc would be as part ghost instead of psychic.
I know, right? It's so hard to believe that Psychic used to be the best type ever, especially since now it's got the same weaknesses as Ghost, less useful resistances, and no immunities.

Back to the whole otter ----> polar bear thing. I really think it's too early to say anything is out of the question. Plenty of Pokemon change their species by evolving...GameFreak pretty much does what it wants.
Charizard had a very original typing. Venasaur was infamous for it's Poison/Grass typing. There are about 4 Defensive Water/Ground Pokemon now. Poor Swampert happens to have the highest stats while also happening to be the one missing instant recovery (not counting Wishcash).
lol. I think Ant-Dragon is more random than Strider-Moth.
I am also curious how Skitty - Wailord is so infamous while Wailord - Diglett isn't given a second thought.
