You *can* do friend battles (not random Wi-Fi, tho) with auto-leveling turned off. There are actually a bunch if interesting variants--e.g. sum of levels of all your guys must be a given value.
Those rules actually originated in the old Pokemon Stadium games. I don't know how it went in Stadium 1, but in Stadium 2, they used a max allowable level and max sum of levels, etc. You could even set the values yourself if it was a battle against a friend.

While I'm here what the heck is the deal with the tier NFE? Are they considered unplayable? Also is it legal to use pokemon in the tier lower in a higher tier. eg, UU, NFE, BL and can be legally played in OU?

Cake to whoever answers all my questions.
Iono if they're considered unplayable, but most people would never even bother with NFE when they can evolve the pokemon for better results.

To my understanding, it is PERFECTLY legal to use lower-tier pokemon in higher-tiers, i.e. an UU in a OU battle, but ILLEGAL to go the other way around.

yes its true... and I guess if you RNG abuse you can catch...?

but anyway as far as I know, nope. but that might be so for natures and moves of event pokemon, but Garchomp isnt event so anything's possible

It is possible to get a jolly, shiny Garchomp, but if you want to be the OT (original trainer) you must have a certain combination of ID (the number on the trainer card) and SID (a secret number, assinged like the ID, which is used for determining if something is shiny). Specifically, when your ID and SID are expressed in binary, and the last 3 numbers ignored, One XOR TheOther must equal 3658, if you know what that means, and IIRC.

However, the likelyhood of this hapening, off the top of my head, is 7/65535 (~0.1%), or in other words, very low.

As such, unless you know your SID and it works with your ID, it is essentially only possible by getting another trainer to be the OT, one whose ID and SID work. However, it is possible after that problem to get one legitimately, so while breeding will not make it more possible, it can be done. (Although breeding may help to get the IVs and nature).

I believe that they are played occasionally, and certainly they can be played, as shown by the fact that the StrategyDex has entries for it. And it is legal to use Pokemon from lower tiers in battles, and in fact it would be unusual not to, otherwise, for example, all OU battles would involve the same 20-30 pokemon. And I don't know if this goes without saying, but NFE stands for Not Fully Evolved, and is where all of these pokemon can be used competitively.

IIRC, Jolly Pokemon can't have all of their IVs perfect if you catch them. If it were for something like a Timid or Modest Pokemon, then you would have to RNG your ID and SID.

1. If you can show that they work, then it should be fine. Just make sure to give good descriptions of why you chose them and if they're outclassed by other Pokemon, be prepared to have people suggest you use the better ones.

2. Just list the custom rules you're going to use at the begining of the post. A lot of people probably haven't played much with that ruleset but they'll still give you good tips.

4. Most NFE Pokemon are completely outclassed by their evolutions, so they won't be used in OU. Some are used in UU and NU and I've heard that some work quite well. NFE Pokemon can be used in any teir, provided they aren't already in another teir (like how Chansey and Scyther are UU).NFE, NU, UU, BL, and OU Pokemon are the only ones that can be used in OU (aka, no Ubers) and NFE, NU, and UU Pokemon are the only ones that can be used in UU. NFE and NU are the only ones that can be used in NU.
 
I've been searching for a bit, but I cannot find a list of common UU leads.
Can someone supply a link or directions?

can a shiny jolly garchomp have all 31 ivs?
To follow up on the other responses to this question: it's impossible to catch a Gible with those stats (and thus you can't evolve one into a Garchomp), even with the help of TID/SID abuse and RNG abuse; Jolly and flawless don't mix for method 1, J, or K catches, which is all the methods of getting a wild Gible possible. However, it is entirely possible to breed one via RNG-assisted breeding; it would likely take about 3 hours of RNG abuse, and can be done on any game, even one with a random TID and SID. (The general rule of IV/nature/gender/shininess/ability for breeding is "anything is possible", because you can RNG first for a shiny Jolly Gible egg, and then RNG that egg for IVs; doing it in two steps gets rid of the dependency between IVs and natures.)
 
Hmm I don't really know where to ask this question but... Does anyone have a guide about RNG manipulation in Pokemon SoulSilver? Is it the same as Pearl/Diamond/Platinum? Thank you in advance.

Does a pokemon HAVE to be level 100? Why not have him at 50 and EV Train him to full since the game automatically makes it level 100?

That can work, usually I don't level my EV trained Pokemon higher than 50 because the Battle Tower won't level Pokemon up.
 
that is a horrible idea. not to metion if you wanted to disobey the core of smogon and change mechanics, you coulda at least mentioned flare blitz flareon :/. everyone would have spikes + stealth rock, except no one could ever set them up. scarved aeros everywhere. teams of 6 clefables. etc.
But I used an assist team once, I was incredibly unlucky with it but when I wasn't so unlucky it was almost a garunteed gg.

It isn't a "terrible" idea. Like I said earlier, you could lower the PP so that it couldn't be abused as much (like down to 5 or 10 perhaps). And btw, what exactly is the so called "core of smogon"??

Are there any better attacking options besides Return that I can use? I like Return because of its STAB and neutrality on most things, but this set is completely walled by any Ghost, especially Gengar.

I agree, it is a terrible idea. Make your own server if you really want to try it, otherwise, it's never going to happen.
 
I am setting up a OU team and am currently deciding on a Lead pokemon.

I am trying to decide between Heatron, Tyranitar, and Tentacruel.

Heatron and Tyranitar could lay out stealth rock, while Tentacruel could lay out Toxic Spikes.

If it helps to know, other pokemon in my team so far will be

Blissy - Wall
Starmie - sweeper
Lucario - Sweeper
(probbly)Jolteon - sweeper
