Those rules actually originated in the old Pokemon Stadium games. I don't know how it went in Stadium 1, but in Stadium 2, they used a max allowable level and max sum of levels, etc. You could even set the values yourself if it was a battle against a friend.You *can* do friend battles (not random Wi-Fi, tho) with auto-leveling turned off. There are actually a bunch if interesting variants--e.g. sum of levels of all your guys must be a given value.

Quick question. If a traded pokemon defeats another pokemon in battle, will the EV's gained double just like EXP?

To follow up on the other responses to this question: it's impossible to catch a Gible with those stats (and thus you can't evolve one into a Garchomp), even with the help of TID/SID abuse and RNG abuse; Jolly and flawless don't mix for method 1, J, or K catches, which is all the methods of getting a wild Gible possible. However, it is entirely possible to breed one via RNG-assisted breeding; it would likely take about 3 hours of RNG abuse, and can be done on any game, even one with a random TID and SID. (The general rule of IV/nature/gender/shininess/ability for breeding is "anything is possible", because you can RNG first for a shiny Jolly Gible egg, and then RNG that egg for IVs; doing it in two steps gets rid of the dependency between IVs and natures.)can a shiny jolly garchomp have all 31 ivs?
Does a pokemon HAVE to be level 100? Why not have him at 50 and EV Train him to full since the game automatically makes it level 100?
that is a horrible idea. not to metion if you wanted to disobey the core of smogon and change mechanics, you coulda at least mentioned flare blitz flareon :/. everyone would have spikes + stealth rock, except no one could ever set them up. scarved aeros everywhere. teams of 6 clefables. etc.
But I used an assist team once, I was incredibly unlucky with it but when I wasn't so unlucky it was almost a garunteed gg.

Are there any better attacking options besides Return that I can use? I like Return because of its STAB and neutrality on most things, but this set is completely walled by any Ghost, especially Gengar.
It isn't a "terrible" idea. Like I said earlier, you could lower the PP so that it couldn't be abused as much (like down to 5 or 10 perhaps). And btw, what exactly is the so called "core of smogon"??
My question is, why in the world would you want to use Kangaskhan instead of something naturally bulkier?
