ok so ive been trying this for 3 hours now and I still cant hit the target seed, something is definitely wrong here. when going for shiny eggs it only takes me about 5 tries but for some reason IVs never want to cooperate.

I want to hit a seed whose delay is 605, but I don't own any 3rd gen games. Is there a way for me to still be able to hit that delay, or should I just get a 3rd gen game?

the problem then is that you have to change your delays from odd to even or vice-versa, you can do this by inserting or removing a 3rd geenration game, changing the year (increasing the year decreases the delay so if you change the year to 2011 for example then your delay would decrease by 1). I am assuming your doing this on DPPt.
im doing this on hg/ss. so would the gba cartridge trick work then?
yes and also since your doing this on HG/SS then scrolling down then back up on the main menu (the screen which lists the continue, new game, mystery gift, etc options) will add 1 to your delay.

Pikatimer does that to me too. It usually is because I've too many programs running on my computer. Try using it with only the RNG Reporter and Pikatimer open. I hope it solves your problem.
Are you sure you reset your DS clock at the exact same time your external clock hit a new minute? That may be the reason why you don't get consistent results.

Frame 12 means you need to collect your egg on frame 12. Calling Youngster Joey when he isn't seeking a rematch advances your frame by 2. You always start on frame 1 when breeding. So basically, what you have to do is call Youngster Joey 5 times to get on frame 11. Then you put your parents into the daycare and refuse the egg you'll get. Then take out your parents of the daycare, put them back in, and the egg you'll receive will be shiny. Hope that helps.
You can verify with Elm calls, because it doesn't advance the Egg Frame.

I can't find one to calibrate my seed and time delay for Soul Silver, because I don't know where I can catch pokemon over level 50 in that game. (Yes, Mt. Silver only goes up to mid-high 40's.)
I did catch a level 42 Ursuring, and wrote down the time I caught it, Day Cared it to lv 50, and then tried the Seed Finder built into the RNG Reporter, but I can't be sure if it worked. All I want to do is get that Ho-Oh, and find my seed so I can do it to all the other legends.
Help would be appriciated.

First, you might not be able to get a shiny capture. Shiny captures are dependent upon your IDs and if you don't have the right one, you won't be able to do it. A perfect nonshiny one is definitely possible though.
Calibration - you can catch level 40s and then use rare candies to raise their level to 50 to check. Don't save and have a dozen or two rare candies ^^

You could use Ho-Oh to calibrate. Since you're in SS, it should be lvl 70. Just throw a masterball at it, write your results in RNG Reporter and then reset your game without saving. If you don't want to do that, you can catch Pokemon from Mt. Silver and level them up with rare candies till they get to lvl 50 and more.
So my Calibration should be right, but I don't get the part about the shiny thing. I had my SID checked by 3 different people, and they all came up with the same answers.
