Tabunne looks a bit odd <_<. And Darumakka did look like it had no hands/feet in the first photo... But considering sprites are dynamic, the dude should have noticed arms pop out.

It wont. Stop trying to pigeonhole the new Pokemon, it just doesn't work that way. GF is barely consistent in the different "roles" of each Pokemon (aside from starters + early bird + early rodent + early bug [**which wasn't done in Gen4**]).

I stick by my opinion that Gamefreak isn't knowledgeable enough to specifically make a Pokemon OU.
Regigigas was clearly not meant to be a shitty Pokemon. Garchomp likely was not made to be Uber. Scizor was probably not given Bullet Punch for the sole purpose of making it OU.
They might make some moves/abilities more powerful, because they know a competitive scene exists. However, I highly doubt they are knowledgeable enough to make a Pokemon specifically for the OU metagame. In fact that would be impossible because the metagame changes constantly. What works now won't work by the time Black and White are released.
It is silly to think that Pokabu will end up getting a great secondary typing/stat spread just because a starter has never been below UU in its debuting generation. They likely do not tailor the starters for a specific metagame. They just give them a generally above average stat spread and a decent movepool.
Also, if they do have any knowledge of the "competitive metagame" it's more than likely not our rules. Japanese players have different rules and clauses and banned Pokemon than our western metagame. IIRC, OHKO moves aren't banned while Heracross was/is.
And yeah, I doubt they gave Scizor Bullet Punch with the mindset to make it "OU". They probably saw it had a shitty movepool and could use some more options and what happened, happened.
