Why should it be the target frame? I did the target frame minus 1 for Moltres and got it shiny. Does Latias not advance it?
I thought it might be an NPC, but doubted it, as I pressed X only centiseconds after the menu items turned white, and presses A only centiseconds after the overworld appeared.
I'm willing to bet it was an NPC advancement and yes you're supposed to stop 1 frame before your target frame, why the other user said to stop at your target I have no idea. The event Latios/Latias has a monster frame (starting frame) of 1.

YES! I finally Did it! I finally hit my new target delay of 798! I got the charmander, but there's one tiny, noobish mistake I made....I forgot to check the father charmander's IV's, so I basically goty a shiny charmander that's NOT flawless, which wasn't my intentions..
However, I was using a perfect Ditto, so the Iv' shouldn't be all that bad, but I still need to check them.

I hit my Target Delay again, but when I called Youngster Joey, he mentioned something about trying to catch a Rattata and then battling (something along those lines). Because of this I landed on a frame of 7 rather than 3 (my Target Frame) -_-
I already battled him the day before hoping he wouldn't ask for another one the next time I called (today). What do I have to do so he won't ask me about battling?

I did that, but I can't give it flawless IV's, because I don't know both of the parents' Iv's
You do know how to soft-reset, right? AFTER you save in front of the Daycare man while the Daycare man still has the egg, you take the egg, then go get the parents, check their IVs (with AR or with levelling up by rare candies and using an IV calculator) and then you soft-reset your game without saving.

I am very new to RNGing.
I am trying to RNG Heatran. I have the game saved right in front of him, with the Coin flip Poketch thing turned on. I found that my Delay Range was between 590 and 600, and that my seconds were always 13 (during calibration). In the RNG reporter version 8.30 main window, I click "time finder" tab. Then I select a spread where I want my pokemon to be Calm with 30 or above IVs in every stat but Attack. I set the delay to be between 590 and 610. After a while, the RNG Reporter finds some results, so I click "cancel" because I don't feel like waiting. In my partial results, I see a spread that I like. I click "generate More Times", and It gives me a ton of different times in 2010. I pick 27/08/2010 at 05'16'33. The delay is supposed to be 594 (thats whats written next to the time).
As said in the smogon article about it, I set my DS clock to 05:15:00 when my external clock reaches a new minute. Then turn the DS back on (it automatically turns off when you chaneg the time) and go into the game world. I find myself standing right in front of Heatran. At 05:16:20 (time of my DS) I soft reset (Select+Start+L+R) and click A as fast as I can.
When I reach the game world again, I try the coin flip trick to see if I got it right. It fails. Convinced that it's just a matter of luck I try again - I don't want to capture Heatran at first, because he takes ages without a masterball. I try again several times, and everytime I set my DS clock back to 05:15:00. I keep failing the coin trick. I decide to catch Heatran and feed its into the Seed Finder tab to see my actual delay and seconds. I click "Seed finder" in the main RNG reporter window and write in the stats of my level 50 Heatran. The RNG reporter tells me that my delay is 604 (logical I guess), but that my seconds are 34. Strange, since I went as fast as I coul, as usual.

Okay, but when I picked up the egg, it turned out to be the exact same thing as last time. Non-shiny and Male when it supposed to be Shiny and Female.
Then there is something else you are doing that needs to be accounted for. Check that both your parents are different language or same. Check the time you chose to RNG. If you chose too close to the end of the hour, then incoming calls screwed up your frames. Make sure you only called Joey once if you had a frame of 3. Joey advance the frames by two.
Well, it's Syberia's hex flawless, Modest DITTO, nicknamed Ditto (OT: Syb) although it is in English - I thought it was considered international (perhaps this is the reason). The OT of Piplup is tr4q; he/she is American (from Cali). The time I chose to RNG is 4:35:15 (military time). Yes, I know for sure I only called him once after I put the parents in. I'm thinking the parents are the problem.

Well, something is putting your IRNG frame up to 7. You're going to have to pay attention to all details as you go on the next attempt. At this point, I don't know what to do to help you except to tell you to be especially observant to what you do at all the steps and to pay attention to the guides at each step.

Each quote is the next line he gives after pressing A. That's the one I always get when I abuse for eggs, and I've never had a problem with it. What's the target date for your abuse?
