Yea he would so that he can easily get a Salac Boost after drumming. Gluttony is what makes Belly Drum better than a Simple Swords Dance. The extra +2 certainly helps as well.
No it wouldn't since the most you can get is +6. +12 ATK and Extremespeed would be insane, though.
Where does it say he won't evolve?
I just have this feeling they won't give alternate traits to legendaries, but I agree with you that they'll only give alternate abilities with Pokemon who have only one ability so far.
On the topic of the 'new feline', I hope it's not Normal-typed.
I've been kinda wondering this... Do Emonga, Chillarmy, and Shikijika get evolutions?
Emonga appear related to Pachirisu. Unsure.
Chillarmy does not evolve.
Shikijika I do not know.

Zekrom will be Super Uber. Imagine if it uses Dragon Dance and has that item. Nothing is gonna live up to it's two STAB attacks. It would have room to run Roost. Even with only base 130 attack Zekrom would rape. I think he will have more though, considering his signature attack was a physical attack. This guy will literally be able to KO any pokemon with prior damage after one turn of Set-Up. Not to mention a Special Set. Hitting with the equivalent of a Choice Specs Draco Meteor/Thunder, and not having to worry about the next pokemon coming in is epic.
If Reshiram gets Roost[more than likely it will], it will be a terror Defensively. Even though it is Fire Type. A bulky Dragon Dancer that laughs at all revenge kill attempts. I may start playing Ubers if this is true.

Well besides the fact I'm agreeing with you on not wanting 'Delcatty clone', honestly I want to experience something other than a 'Normal feline'.
Why are you assuming a boost automatically means x1.5? The Adamant, Lustrous, and Grisceous Orbs only give a x1.2 boost to their STABs, which is only equivelant to two Plates. By that logic, Reshiram and Zekrom's items will only give them x1.1 boosts, since that's euivelant to a Muscle Band and a Wise Glasses put together.
Edit: I'm fine with Normal but I'd rather not see it become pure Normal. If it's Normal/Dark like the rumors seem to be suggesting, then it will have a good STAB combination and the dual weakness to Fighting and weakness to Bug probably won't be a huge deal since it looks frail, anyway. Although, if Gamefreak has been paying attention to what I've been saying for the past few months, it could be a pure normal cat that evolves into a bakeneko.

I'm more than OK with Smuglord being a Grass/Dragon. Sure, 4x Ice sucks, but the number of other resistances it will have is very nice indeed. If it's anything like good ol' Roserade move and stat wise, even better.

What makes me think this sprite is fake are its arms. I mean, one is perfectly detached from the body, while the other one is... part of its body pattern. Lol seriously guys
