In the museum, right as you enter the building there is are two counters on either side of you. To the right there is one woman with a doorway behind her, she is the one to talk to.

Same deal as before, exit the building and re-enter and your fossil will be ready.

Go to the warehouse south of the city and defeat team plasma there. After that you'll be able to get into the 5th gym.
