It is in the city, the house itself is in the row just above the Pokemon Centre IIRC. Ground floor of the house there is a guy with blue hair, as mentioned. He gives you strength though I do no know of the prerequisites.

You have to go to the desert off of Route 4, to the underground cavern area that has the Hihidaruma statues in front and get to the bottom of that. Afterward you'll get a call from the Prof, and she wants to meet with you. She is in front of the Museum/2nd Gym with your female rival and the guy with the flame-hair.
After that you'll be able to head east out of the Airport city, but that is exactly where I am now so I don't know much past that.
Sorry if I missed something, I don't think that I have but I'm not sure.

So according to Serebii, Basurulu evolves into Megu at level 29, and evolves into the final form at level 40.
It eveloves lv 29.

No, I'm pretty sure it's been confirmed that ground types are still immune to Thunder Wave.
Does anybody know if Choice items/Focus Sash/Leftovers have returned?
1. I'm pretty sure it does, as long as it hits (which might not happen since I think it has less than perfect accuracty).
2. I don't think you need the touch screen but I can't say for sure.
3. Not as far as I know. There was a rumor that said it boosted Ice types Def and Ice moves by 50% but that was proven to be wrong.
4. I'm pretty sure it's just a Ground-type Icy Wind.
Edit: @Familiar Trainer: Everyone's discussing things like they are and people have been looking through the code so I think there would have been some sort of announcement if they weren't.
The in-game menu is on the touch screen now, so yes you will need it, definitely.
