Yep, exactly the same steps. Just make sure you are set to method 1 on the rng reporter.
Method 1. The dratini can't be hexflawless and adamant but it can get 31/31/31/x/31/31 which is essentially flawless in my opinion.
Ok, then I have a problem, say I want to catch a Gastly in the Old Chateau, but I read up on whenever you are in an area with a wild pokemon, the RNG advances, so how will I be able to hit my seed and land on the right frame?
It only advances if you move, once for a single turn or step forward.

I started rnging in hg ss on egg and ivs. When i go and check to verify what i hit using elm calls i can't find it in the list. how am i supposed to know where i landed on?

When you're trying to RNG abuse your ID/SID, we have to hit the delay between two screens after the new game starts, right?
And this timer (on this link) is what we use to help make sure that we're hitting the right delays, correct?

If it is, when/where on the game do I start the timer, when I'm ready to start rng abusing my ID and SID so I can get the shiny spread that I'm looking for?
Personally, what I did was I used Pikatimer.
You're going to want to hit a delay of 4000+ otherwise you won't have enough time to do all that is required in order to the ID/SID generation screen.
You should use Pikatimer just like any RNG have a set calibrated delay, wanted delay. Blah blah blah.
What I did was, I used the timer and wait at the last thing Oak says so when I hit it, it does that shrinking thing and going in game. So when the timer hits 0, you hit A from the "let our adventure begin" or whatever the last sentence is.
Than you check what ID/SID combo you got to see what delay you hit, and than adjust Pikatimer a little bit to try and get it closer, and eventually you'll hit the ID/SID you want ^_^
