That is chocolate scizor's heatran, however I happen to have the exact same heatran.
The only difference is that it has 252 SpA / 4 SpD / 252 Spe Evs, and the Moveset of Substitute, Magma Storm, Earth Power, and Dragon Pulse, if that's fine by you
