That reason alone makes Gyarados a much better choice for so many teams. Celebi isn't that common and Burungeru can be taken care of pretty easily, so I honestly don't see the point of running Feraligatr over Gyarados or Kingdra for that matter. Swords Dance with a base 78 Speed is pretty meh, especially without priority to fall back on against weakened Voltlos, Jolteon, Terakion, etc.Reason is simple - it needs less support to work. But totally outclassed?

The thing about this Clefable is that it's list of counters is relatively set in stone - either through team preview or battle moves, it's easily possible to find the usually just one pokemon that takes care of Clefable, then play around taking that Pokemon out. Rankurusu works great, as most people switch directly to Tyranitar/Scizor so you can Focus Blast them and make room for Clefable to sweep. Rankurusu also has great synergy with Clefable.So, you switch to.. Something that can take both Toxic and Thunder Wave.. And you see the opposing clefable uses Cosmic Power. This should alert you that it isn't a surprisingly statusing Clefable. So you switch to a (p)hazer. Clefable still is slow as balls(max speed with +speed nature 240, so if it is a hazer, your boosts are down and out, if it's a phazer, it needs to take a 2 boosts Cosmic Power. That's a 100 BP move non-STAB coming off base 85 SpA. Seeing how most phazers are bulky, this isn't going to be doing too much.. And guess what? Next time he DOES know what kind of Clefable you run :)
At other options (Wishpassing, Cleric, any offensive statboosting set) it is outclassed, in the former 2 cases by BlissChans, in the latter by basically anything with reasonable attack stats.
Outclassed by what? Try stuff out first, and I hope you know what I mean.
Of course, I may only be using it well because I don't think many people know Armaldo gets Swift Swim.
Weezing is walled by Geodude. GEODUDE. Plus, all these new Psychic-types like Meloetta and Rankorusu flat out beat it.

Really, it doesn't matter much if Clefable gets phazed out or even if you just switch out. Magic Guard voids any entry hazard penalties and it's really just as easy to set up again. Knowing what Clefable it is for them really doesn't make it any easier to stop in this case since you now know their counter.
Clefable's other sets are outclassed in theory but Magic Guard is a really big help in a lot of cases. 200 HP Wishes aren't bad by any means and with that comes a free all-status eater (toxic spikes?), something Chansey can't boast, and the potential of a devastating Life Orb set that takes no damage from the Life Orb while still being bulky.
I take back all I said about Clefable. The average person on PO lets it set up, and well, I've been running Cheer Up/Cosmic Power/Assist Power/Softboiled@ Lefties and 6-0'd many, many teams. They fail.
