You'd have to be able to read the voters' minds to answer that. Latias I don't see going anywhere; for an idea of where Latios stands, take a look at the suspect testing thread.
 
Where can I find an up-to-date list of released Dream World abilities/moves (The sticky hasn't been updated in a while) and the current tiers for standard play?

Here has a slightly more up to date list of released pokes, but lacks exclusive moves etc. Current smogon banlists I'm not sure of, but the recent bans are Manaphy, Rain+Swift Swim on the same team, Deoxys A and N, Darkrai and Shaymin-S off the top of my head.

Are Lati@s likely to stay in OU?

Latias has barely even been talked about as a suspect. Latios has been voted upon with slightly under 40% voting for Uber status, so as of yet he's not too in danger.
 
Is Shibirudon a viable in game pokemon? how easy is it to obtain?
if i remember right you obtain its first stage at around lvl 18 then you have to lvl it to 39 with just Tackle, Spark, Charge Beam and T-Wave (not to mention its terrible stats). after this you still need to lvl it to 44 to get T-Bolt or even further if you want any of its other moves (the only notable move is Wild Bolt but it takes till its 59 so meh), until you can finally evolve it using a Thunderstone.

Ask yourself if its worth it since its attack stats aren't stellar and its pretty slow.
 
admittedly shibirudon doesnt sound very appealing anymore lol, thanks for the feedback. how important is fire stab in BW? how viable is zorua for in-game use?

what do we like/think will be most viable in game? (i like my team to have fly HM, if u cant tell =P)

if things aren't easy or won't work, any suggestions for replacements will be much appreciated :D

EDIT:i love fire stab, but need an electric (my fav. is denchura) and fly hm. this gives rock weakness issues. change denchura, or use the ground/ghost or sazandora (lol) for fly. also made harder by the fact im generally more comfortable with a rough 50/50 physical special weighting in my team. sigh. march cant come soon enough.

If you don't mind training Wargle/probably not evolving it until after E4. i would definitely take the first one. I used goruugo myself, and I did not find it that great. 50/50 is almost impossible, since 3/4 or more of the Gen 5 pokes are physically based. if you are really having trouble with Rock types, give Ononokusu Brick Break, and you still have Daikenki. Not much else I can say.

DO NOT USE SAZANDORA IN GAME.... <- That's what I think.

You get it in Victory Road, around level 38/39 iirc. It's first stage is useless. Level 48 -> Evolution!!!!! <-still quite worthless. Only at level 64 it reaches its final stage, at which you have probably already done al the post-E4 stuff.

It's okay. It has quite a small encounter rate though, only 2%. Usually you encounter it once when you go through the cave (you can get it after 5th gym). Its movepool is HUGE, especially with the new TM mechanics. I haven't used him yet(although I have considered using him), and it can be hard to evolve, but its second stage is good, and nab a thunderstone, get some TM's and you're ready to go.

^To elaborate on what voodoo pimp said, get a male Smeargle to sketch Dragon Dance and Drain Punch and breed it with a female Scrafty.
 
How many HMs are actually mandatory to complete the game this time? And which ones?
I heard that you don't need Cut or Strength, but I assume you need Surf...

You need Cut at one point early in the game, and that's it. The others are only for optional stuff like semi-hidden items and Terrakion, or for convenience (Fly obviously).
