That begs the question, why are you discussing Gengar and Mew in this thread?
Who knows? Also, I wouldn't like relying on 70-accuracy moves in-game, especially on a solo run.
...But the 99.6% thing was in RBY only, no?
Hypnosis and Dream Eater are great in game. Free healing while you attack. It's how I was able to solo beat the rematch with Lance with a much weaker Gengar. It works. In a solo run I'd almost consider it necessary.
For BW soloruns though, I guess Scrafty could work really well. Fighting and Dark are great STABs and it's really durable. Does especially well against 3/4 of the E4 as well.
I'd want my favorite Pokemon, Hahakomori to do a solo, except that it dies to anything called Ember, Peck and Rock Throw. >_>
On a side note, my lovely White file got deleted, including my Quiet Kyurem. FML. I did a new file and doing Oshawott now. Modest FTW.

Heart Scales are in 5th gym town, there's some dude in the house across from the Pokemon Center that asks for a Pokemon knowing a certain move every day. (e.g. you have an excadrill with Earthquake, show excadrill to dude when she(yes its a she) asks for something with EQ) She gives you 1 Heart Scale for it.
Move relearner in 6th gym town. If you got a Cute Charm Minccino then skip out on Bullet Seed/Rock Blast.

You can get one Heart Scale per day(i don't remember how) in Hodomoe City (5th gym)
The move Deleter/Relearner is in Fukiyose City(6th Gym)
A Shiny stone can be found on route 6, which is just before Fukiyose.
Chillarmy learns Tail Slap at level 25, and they are caught at level 20-27 (East and west of Ramion City). With that move,(and if you have Technician) it should be able to do well until Fukiyose. If you manage to train it to level 31 before the 5th gym, it might even do well with a 60(90 with Technician) base power Wake Up Slap (Waruvile+Doryuuzu).
Too bad you can't get Skill Link in-game.

One quick question--why is Cubchoo so low on the tier list? Beartic is pretty powerful, TBH...not to mention it learns Ice Breath (even if it isn't the best user of it--that would be the ice creams). Is it just because of pure-ice-typing on an offensively-statted Pokemon, or what? *Is confused*

Beartic gets Icicle Drop at level 37 (the level it evolves from Cubchoo).
Ah, I see now. But the snowflake is the same way--it can't be obtained until the ridge, if I remember correctly. Not to mention only a 1% encounter chance in summer...and yet it's a higher tier. .-.

Kurumayu->Hahakomori (use lots of normal 20 HP potions on it to get it to quickly evolve)
Doredia/Erufuun (get the traded one so it will level quickly; give it the lucky egg)
