Okay so I dont know if this has been answered or not but here it goes
So if im not mistaken the 5th Gen has a new EV mechanic that gives the stat boosts as soon as you gain them. Now lets say I transfer over a Level 18 Starmie but it is already EV trained. After it levels up, would the stats become max even at Level 19, or would I have to wait to Level 100?

It would be the max possible at Level 19 (roughly 19+% of the level 100 stats).

Basically, EVs and level are two separate factors on the final stat; EV training determines how much higher your stat is than the base, and the level basically (not exact, but close enough) acts as a multiplier to create that pokemon's stat.

The Gen V mechanic is actually different from what you're describing. Before, EVs were granted when you leveled up (and then entered into the above calculation). Now, they're granted after every battle, but this only makes a significant difference for level 100 pokemon, which can't level up any more.

@ UnhandledException There aren't any priority users that can switch on on attacks from Scizor, actually only Entei with Extremespeed.

Just out of curiosity, what do yall use to counter Drizzle Ferrothorn with Leech Seed? I can't think of anything that would work besides Reuniclus and SubSeed Breloom. I want something that can take its attacks and not get seeded. It is such a prick to face!
 
Strong fire attacks are still effective, and most will still 2HKO (Salamence's LO Fire Blast, any STAB Fire move, etc).

Otherwise, you should probably stick to fighting-type attacks (there are plenty of good fighters around) or simply overwhelming it with Ground or Bug moves since they are neutral.
 
Is HP electric useable over HP grass on a Golduck? Just got a HP Electric 70 one and would really like to use it...

As such, I can't really think of anything common in the metagame that would be hit by HP Grass better than HP Electric(especially since those water/grounds are rare, and Hydro Pump does a number to unaware Quagsire who is the only one remotely common). I don't think you're missing anything notable with HP Electric.

Arcanine also boasts Extremespeed but then has Intimidate to weaken Scizor's hits - try it if you need a prioirity user to beat it. Got CC and Wild Bolt this gen too which is awesome.
 
Are Cursing sets still effective in this generation?
Also, should mixed DD Lapras carry the same EVs as in the D/P analysis?

Personally I'd say you will see less cursers this gen. With better moves like snake coil and shell smash. But curse still has it's uses. On ferrothorn it up its gyroball's power by raising attack and lowering speed, also I still have good success w/ my curselax.
 
What's a good pokemon to counter weather teams? I was using tyranitar because he changes the weather, but he has a lot of weaknesses.

Birjion does a good job countering sand and rain teams as well as being able to take on some clorophyll pokemon.
However you will usually need more than one pokemon to counter weather and having a pokemon that can take advantage of weather is usually very helpful in countering weather Teams.
 
Is there an EV training guide written up anywhere on Smogon? I read somewhere there's no vs seeker in B/W. If so, where do you most efficiently EV train for each stat?
