Idea taken from one of the Evolution Stone Murkrow analyses on the site. Minimum speed +1 because you really don't outspeed any other Prankster users and you can mostly outspeed other priority-reliance Pokemon (except for Scizor, which you can outspeed the standard set with a single speed IV), so you might as well minimize speed to reduce gyro ball damage
