I may not have the exact tirtouga you are looking for but I have one very close. It is Careful with the ability Solid Rock, has an IV spread of 31/31/31/31/30/31 (1 less in special defense then you were looking for) and doesnt have bide (but I can teach him bide through heart scales). Let me know through VM if you are interested :)
