what's a good sun check that resists both ground and fighting in standard OU?

What should be set up first, Stealth Rock or Spikes? I can't decide. On the one hand Spikes takes more turns to set up fully but will do more damage potentially. But on the other hand Stealth Rock takes one turn to set up and is probably more of a hazard to the opponent due to its type. I guess I'm asking for opinions rather than a set answer here :P

Panpour has much better speed, better coverage, evolves earlier (you can evolve it as soon as you get to Castelia and pick up the Water Stone, though waiting until level 22 for Scald is better), and is just all around solid.
For in-game, Panpour wins, especially since your other option for fossils (Archen) is easily one of the top three Pokemon in-game.
So I'm EV training a Mienfoo at the moment with a macho brace on. He's too weak to battle himself so I switch out and bring in another poke to ko it. Does Mienfoo still get double EVs? Because it doesn't seem like it. I know I used this method in gen4 and it worked fine.
Yes it does. As long as it participates in the battle and doesn't die* it will get the base EVs, and then any items it may hold will boost it
*It's worded this way since level 100s still get EVs even though they don't get EXP. A pokemon getting EXP is easier to notice for EV training.

At level 100 + neutral nature, yes. If you have say a level 10 pokemon (and lets just say it doesn't level), you might need 20 EVs before you see it change a stat point. The game's rounding wont make you get 1 stat for every 4 evs unless you're level 100 + neutral nature (except in probably some strange cases where it will work out but who cares about those)

If you meant to ask if Leech Seed + Momento + Encore is legal, no it is not. Momento and Encore come from different fathers.

Sigh, Bulbapedia you've failed me again. I guess Jumpluff can know Encore, which means that Memento + Encore is legal then. Please disregard my previous statement on the matter.(Jumpluff also needs to learn encore via breeding first though).
