The registration tower says that genderless pokemon get 3 more level up moves because they have no egg moves. Magikarp isn't genderless but has no egg moves, so I'm not sure whether or not it qualifies for this. The only extra move it gets is Flail, so if Magikarp doesn't qualify, then I'll spend 1 RC to teach it Flail, bringing my RC to 20. Whoever approves this, can they say whether or not I would have to spend an RC to get Flail?
